I built a U/W Spirit/Token generator today and it was fun to play, but it's a bit underpowered against anything serious. I don't have access to much in this set yet, here is what I came up with:
If you do get Geist-Honored Monk out when you have a bunch of Spirits out, she becomes a huge threat, she can easily trade or beat a Titan by the time she comes out on the board, and she has Vigilance, not too shabby.
Basically, with a Full Moon's Rise out, a Mayor is a 2/2 that gives everything else a 1/1 in Human form, and essentially this is why I agree with Superman8 in why this is a great main board card for this tribe, it's our Honor of the Pure, and when we flip we can Sac it and regen Werewolves from removal. Really not a dead card by any means.
I suggest you read the cards then. FMR's does not pump humans only werewolves. You will not be getting any help from Full Moon's Rise if you are not in werewolf form. You cannot get pump from it, and you cannot get trample from it, and most importantly you cannot regenerate your humans.
It is a good card, but not a good card mainboard.
Your comparison to Honor of Pure is only half right. Mainly because FMR's will only work when you reach a certain condition. Honor of the pure gives a benefit to white decks all the time.
At first I agreed with you because that is what I originally though, but since all Human creatures in the Werewolf tribe are also Werewolf subtypes before flipped, shouldn't they also get the pump? Look at their description. All of them say "Human XXXX Werewolf"
Mayor, Waif etc. Might want to check the rulings to make sure.
I have a couple questions on some rulings. First, Phyrexian Metamorph. Is this creature considered a colorless artifact creature or a Blue Artifact creature? If he chooses a creature that the opponent controls, and let's say that creature is a Black Vampire, does he now become a Black Vampire that is still an artifact, or is he still blue?
And concerning Flash. If a guy attacks me and I have a creature that has Flash, you can play him instantly and block correct, despite the fact that the creature has summoning sickness? I haven't played enough Flash creatures in my little time with Magic to know these things. The new Ambush Viper from Innistrad looks to be quite a little underrated card for, hence, Ambush defense on big creatures.
My wife runs something similar, has two Chandras though, but the ping for Bloodthirst is nice. Bloodlord might see some play now with Innistrad. He wasn't really that great before. Bloodline Keeper is awesome, if Bloodlord comes out, deal damage, create a token with bloodthirst 3? I like that idea.
Thrummingbird is no longer as good as before in an infect build with the loss of Everflowing Chalice. If they're there as a replacement for Inkmoths, they simply won't do. Trepanation Blade is slow, and unless your opponent is really unlucky it won't be pumping your agent more than a Silver-Inlaid Dagger would. That and it only works when attacking.
Blighted Agent should attack at every possible opportunity though, shouldn't he? That is why he's a candidate for this dagger.
I guess when I put this together I had good intentions for Blightsteel Colossus but then I noticed that I really have no way to cheat him out, he's just there if I'm mana flooded. Any other direction I should take this?
By the way, I really dig the new Trepanation Blade. Attaching this to Blighted Agent just seems nasty. I'll mill your deck, and he gets a +X infect, unblockable.
Here is mine, needs a bit of work but it seemed extremely fun to play, if a bit underwhelming. My Wife's Vampire deck pretty much wins against it 90% of the time. I also didn't know how to play this deck. I was thinking how much this tribe sucked because it depends on if your opponent cast a spell or not, then someone told me that you get your guys out, don't do anything during your phase, then transform during your opponents upkeep. I mean, yeah holy crap, how stupid am I? Anyway, that made the deck go from stupid to playable.
Let me know what you guys think, I think in theory it should be fairly effective, but I'm also worried that it doesn't have enough counters and too little of creatures.
Skinshifter is an insane 2 drop card for Green that has so much tempo. With a turn one birds, he's going to stop most attack attempts in their tracks. He's a turn 3 4+4 with trample. Not too shabby.
Dungrove Elder is a good green card, better with ramp though. Rampant Growth and Primeval Titan (Not budget at all) boost this guy up. Him being Hexproof makes him a prime candidate for Aura's and Equipment.
Generally in Magic, the best decks, even budget, have less creatures but more of the same type. 4 of a Garruk's Companion is better than having 1 of a bunch of different creatures. I'd also ditch the Primordial Hydra. He's a big fat target for Doom Blade, Oblivon Ring and any kind of removal. You waste mana bringing him out after turn three, and when you do bring him out at turn 3, your opponent waits until he's worth a damn, and then locks him down. I've had a 40/40 Hydra in play, never attacked once. He was gone out of my deck after that.

So far though I don't think having 4 Instigator Gang is worth it. He just doesn't seem like a full set worthy card, he's good but 4?
