I think the issue wasn't so much with the modifying of the cards as the detailed info about proxying, which WoTC frowns upon, by my understanding.
I dont care about that. MY issue is if the moderaters here want to take it upon themselves to be wotc's copyright enforcement stooges and heavy handedly censor what I spent a long time writing for the benefit of the community, then to hell with this site entirely.

drawing proxies and altering cards is my chief magic sub-hobby. Ive done probably over 300 of them since I started playing way back in fall 2003, many of which I either sold or gave away. multiple people have requested I write tutorial how I do this. be warned this is very detailed and technical. I am a huge geek and I spend hours doing this for my own amuseument.
ppl have commented on my bland signature before, and I have this to say on the subject.
A) I literally do not know how to write cursive. all my handwriting is always in print.
B) I want it to be immediately obvious that I drew the card. I dont like illegible scribbles and symbols for signatures
So anytime a woman is on a playable card, your first idea is to erase the clothes and draw boobs on her?
Besides that, the swords to plowshares is awsome.

as for my preferred art supplies:
-Sanford Union Ink/Pencil eraser for removing large areas and normal pencil erasers for detail
-Ballpoint pens: black, blue, red, green, gold. for outlines, and fine line fore ground work
-Sharpies in every concievable color. I have over 30. I especially like their gold/silver/copper ones and the dark/medium/light wood touch up. sharpies are the default for laying down blocks of solid color. I prefer Twin-Tip kind but there not available in every color.
-Crayola "MultiCultural" fat markers. These are perfect for lots of subtle shades of brown, ie skin, dirt, wood, cloth, smoke, etc.
-Crayola thin tip washable 8pack. These are useful for smearing and blending very easily. The black and grey ones are the best to make any concievable shade of grey, without having to go overboard w Black sharpie
-Major Accent Highlighters: pink, blue, purple, yellow, orange. These are for light backgrounds and base colors and are great bc they are easily drawn over without effecting the top layer very much. Do NOT use dry-erase markers.
-Fabercastel Unipaint markers. These are the ultimate in drawing over dark backgrounds. Especially w white or yellow that ordinarily would get hopelessly muddied by trying to draw over black.
-White out. same as paint markers, but for detail work w white.

and to answer the original question of the thread: clearly no. its a pointless question. more meaningful would be "is Uba Stax the most powerful deck possible with the current restricted list?"
I would say yes, it is the most powerful. best? not necesarily. ubastax has 3 of the 5 most powerful unrestricted cards synergized together: workshop + bazaar + null rod. in strict power level terms, ubastax is at the top. however, ubastax has distinct vulnerabilities. among them: rebuild/hurkyl; dark confidant; welder; visheretic; basic islands, etc.
If your goal is to beat one specific vintage deck, you just pile on the hate and win every time. right now the metagame has sucessfully hated out monoR ubastax. I still play it bc I personally am good enough to win w it, but I admit that its an uphill battle.
My sub-hobby with magic is altering cards and drawing proxies. Ive been doing this for like 3 years now and have almost 300 cards drawn. My ubastax deck now is almost entirely altered art cards.
pencil, colored pens, crayola washables, and sharpies, are my tools. some more cards done today: Smokesticks Gush Glory Days
