I haven't had a chance to participate yet, but I've seen a lot of people on the Facebook group MTG EDH Commander playing over skype. It's a closed group, but I'm pretty sure they still invite anyone who asks.
Whithout knowing what the meta with the French banlist looks like I couldn't tell you how good it will be, but the standard MTGO banlist Baral deck doesn't lose anything important to the French list. chrome mox is nice but not at all necessary.
Making enemies creatures Sand Warriors would be pretty hilarious. I actually cut Mirari's Wake. I know it was probably bad decision, and I will probably end up putting it back in, but not before testing the cards I added.
I always liked Blue Sun's Zenith targeting each opponent. Your general allows you to draw the card again (assuming an empty library when you cast it). You need blue mana, but I assume you can manage.
Pretty much this. Target player draws x spells are the most reliable way to kill with infinite mana in blue. Personally I would also run Stroke of Genius and Braingeyser for redundancy. BSZ is clearly the strongest of the three, but they aren't dead cards when drawn pre-infinite. Using them on yourself is an easy way to draw into your combos/tutors. Also would highly recommend Gemstone Array for infinite colored mana.
If you really want the math behind the number of lands in your deck, you need to look to probability/combinatorics. The idea is you decide how many lands you want in your starting hand based on your deck's curve/playstyle, then do the math to figure the probability of getting the desired number of lands in your starting hand.
The equation for finding the probability of a "k" land hand with "n" lands in your commander deck is this:

The deck if fully foiled (except for where there are no foil printings) and black-bordered. Eventually I would like the deck to be all english. Including the sideboard, there are 12 cards that have never been printed in foil
and Jace, Vryn's Prodigy ...because I forgot to put him in with the wizards
So, I'm sure it's probably been done before, but I'm brewing a deck who's goal is to get my opponents to call the judge on me as many times as possible due to confusing interactions. Right now I'm thinking that some of the stars of the deck will be Humility, and Eye of the Storm. I want to try including stuff like a textless Cryptic Command, older cards with poorly written oracle text like Ice Cauldron, or cards with older less known mechanics that don't have reminder text like Camel, or Chromium. I'm also concidering as a "win-con" infinite combos that can't be stopped to force the table to draw. Stuff like Worldgorger Dragon/Animate Dead with no other creatures in my graveyard. I'm not really sure who I want my commander to be. It's probably going to be five color, but I would consider fewer colors for a commander that fit in well with the strategy. What do you guys think? Any ideas?
I find it surprising that graveyard strategies thrive in any meta. The amount of strong graveyard hate in this game is obnoxious. I don't think that Deathrite Shaman has been mentioned yet.
This is one of my more casual decks. As the title suggests, it is a Naya tokens strategy with Hazezon Tamar as the commander. It plays more like a combo deck than aggro. The goal is to make a lot of tokens with Hazezon and, ideally, gives them haste and makes them huge the turn they come in to play. (hopefully enough damage to kill all of your opponents) Of course Purphoros, God of the Forge/Impact Tremors make great alternate wincons in any token deck with red. Any advice welcome.
Mono-U is in a kind of weird spot for commander. It's strategies range from blatantly powerful to excessively casual with not a whole lot in between. It really depends on what you are looking for in a deck. If you are simply looking for a fun playable deck I think most any mono-U commander will do. If you are looking for something a little more powerful on the other hand your options are pretty limited. You pretty much have Azami wizards, Talrand control, and combo. (although with combo you can use pretty much any commander, just some are far more powerful at the helm than others ie Azami/Arcum) However, if you are simply looking for a fun commander I've always thought that Sun Quan, Lord of Wu looked like an interesting commander.
