Tetzin wasn't spoiled when this came out, and i can't pull a Eren Yeager and tell my past self to just wait a couple of weeks for a "proper" jeskai commander.
Btw Tetzin looked extremely underwhelming, but after some deckbuilding and tests, it's fun. The jeskai artifact package is really really powerful. I also think that the doctor will be very strong.
Just read some comics. Try "The Life of Captain Marvel" by Maragret Stohl and Carlos Pacheco; the 2012 run by Kelly-Sue DeConnick; or the 2019 to present run by Kelly Thompson.

Theoretically yes...but practically :
1) Opponents got a very easy chance to kill him at istant speed before even combat begins, at least a form of Ward could had been really helpful here.
2) it triggers only for one vampire at turn, so you hardly get many triggers if any. Also, a 4/3 in a format where there are 3 opponents at 40 life points isnt exactly impressive.
3) A death trigger instead of a "leave the battlefield" trigger also makes this card much weaker. Opponents can still flicker, bounce or exile them and the ability won't do nothing.
4) It's even possible that opponents could chump block those vampires any day forcing you to have sac outlets that have the same problem to wait to have the chance to go to combat to be effective.
5) He needs a board presence to even have the chance to do the ability the same turn you cast it, unless you got a Lightning Greaves or other haste enablers. Ok, not so hard to do, but if you add this with the other 4 points, you get a creature that gonna give you probably very weak performances. At least he could had costed 1 or 2 mana more and trigger for every attacking vampire to make him appealing and appropriate for aggro necessities of traditional multiplayer EDH and not duel french commander.
This is the typical card that sounds cool on paper much more than in game, for practical purposes. It's not a bad card on a vacuum on his own, don't get me wrong eh. In a Standard, Limited or Draft could had shined a lot. But this is created to be exclusively a commander constructed card, and in that format...isn't impressive, considering especially the power creep we had of this last decade even in edh pre-con levels.

The word "landfall" has no mechanical significance. There is no card that can care about landfall, because it doesn't have any inherent meaning in the rules. It's just a signifier for the reader.
"Making a villainous choice" on the other hand is a proper mechanic that can be (and is) referenced mechanically on other cards. That means the same card will have the same oracle wording even when it is reprinted out of context. Landfall (and other pseudo-keywords) can be omitted from the oracle text without changing the function of the card.
So, no, it is not precedence.
