Casual by definition doesn't care about efficiency or follow any tenets of good deckbuilding.
It's crazy to me that people think this way. Optimization is easy, in my opinion balancing a deck to fit a playgroup requires a much deeper understanding of the game and is something I find challenging and fun. We're not going to agree, and that's fine, plus this is getting off-topic.

since when should that be justification for a rule like this anyway? who cares that most playable tuck cards were in certain colors? most playable blink effects are only in certain colors. most playable enchantment hate is in certain colors and not others. that's no reason to eliminate a game mechanic.
It just seems strange that no one in the player base was calling for this change, and they went ahead and did it anyway with no warning or effort to seek input from players.
I stopped playing EDH before this ruling, because I couldnt stand the RC's refusal to acknowledge competitive play in their decisionmaking and the attitudes of players who use the format's explicitly-stated social foundation to whine and cry about seemingly every play or deck building choice. In short, I got tired of playing with players who (agreeing with the RC it seems) want EDH to be nothing more than sandbox magic. this seems like more of the same kind of thing that made me want to stop playing commander.
I wonder how many people, like me, are picking up Tiny Leaders and abandoning EDH.
I liked the possibility of a commander getting tucked or bounced. This decision takes depth away from the format in favor of simplicity and a desire to avoid "hurt feelings," which honestly strikes me as condescending to the players. Commander tuck encouraged players to run tutors for "good" reason, rather than just tutoring up one of X two-card combos (which IMHO just got a lot stronger and more annoying with this decision).
I find myself consistently opposed to the decisions of the RC, and it's becoming more and more apparent that a lot of what I value(d) in EDH is not something that they want to support at all. Sucks...I bet others agree with me though.
With all the tutor and draw in the format, why did they have to do this?
2) The presence of tuck encourages players to play more tutors so that in case their commander gets sent to the library, they can get it back—exactly the opposite of what we want (namely, discouraging the over-representation of tutors).
It seems like this ruling may be a prelude to a no-tutor rule.

An unconditional tutor in the command zone - NEVER BEEN DONE BEFORE except for maralen and sidisi is essentially one turn faster... This is Johnny, Combo Player, but in real life.
Sidisi can sac herself to get the demonic tutor trigger.
Shuffle up with this and you can tutor just as soon as you get 5 mana, no questions asked. Pay 7 more next turn and get your kill shot card. so just run an insane amount of cheaty ramp and all the combo pieces you can find in B?
I'm going to make a combo tribal deck with Sidisi, Undead Vizier.
