Teresa is another flavorful one; I guess she likes to give tackle-hugs? A mini Juniper Order Ranger is a neat commander, plus there are cool interactions with things like Foe-Razer Regent, enrage, lifelink...
Kitty is an amazing Un-card, kind of like Vile Bile as a legend... a hand-shredding, antisocial Cat as an undercosted beater is very funny.

Long Answer: I can only assume that Wizards has misunderstood "People like to draft Masters sets" as "People are buying Masters sets to draft". While drafting $4/pack sets just for the sake of drafting is an entirely reasonable cost for entertainment, once you reach $10/pack you need to assume that drafting is just a way to get more fun out of opening a pack that you want cards from.
Different people play in different ways. Don't be too certain that your experience is universalizable. Maybe I'm a member of a tiny minority... maybe I'm not. Who knows? The answer is probably "Wizards' market research division". -

Yes. That's exactly the point.
Remember: spike, johnny, timmy. If your idea of a "waste" card is anything that appeals to johnny and timmy, then a lot of people are going to disagree. At least for a joke card, he's a good johnny one, rather than things like steamflogger boss
A lot of people felt the same way with lion's eye diamond. Inquest even made an article of how bad it was.

Well, strictly speaking you don't, but the effect is very different. Just keep in mind how spells are cast -- the fierst step is to put the spell on the stack, then you pay for it. Without the clause, the opponent can just name the card on the stack.

Gameplay wise, the only reason I see this as existing is to make it extra-extra vulnerable to removal. I'm not sure if making such a permanent is worthwhile, given the sample card.
Mechanically, I've seen artifacts as enchantments any color can use (And so find colored artifacts annoying).

However, it is a common recommendation to use a plains from revised and writing down the relevant information with a sharpie.

"When ~ enters the battlefield" is a TRIGGERED ability, not an ACTIVATED ability, so your wording currently does not stop it. Triggered abilities also do not have a cost.
If you want to stop a triggered ability then:
UU: counter target triggered ability.
Frankly, I think it's safe to include land. Even karoo land are going to be somehwat acceptable, given the UU cost.
If you really want to include the ability's costs (triggered abilities don't have a cost), then it isn't the ability's cost but the source's cost.
UU: counter target triggered ability if its source's converted mana cost is equal to or less than the number of untapped Islands you control.

That doesnt solve the memory problem. That just admits that there is one and you need to use notes. This is EXACTLY the kind of thing wizards wants to avoi when they design cards and bend backwards to make sure players don't have to (agains, see gemstone mine).
