In smaller environments where you may only have one or two pods going though, it can be a bit more difficult. Also, you then get problematic players like me who like to play across the entire spectrum.
I also believe that casual environments can provide excellent learning areas, but you have to be careful of it as well. One trap that my own group has been running into now is being too lenient on take-backs. Originally implemented to allow the newer players some freedom of thought and to help them work through what courses of actions to take. It can start to be abused into not fully thinking through a situation. An example being that one player cast Council's Judgment to remove my Commander. The second player voted for another permanent in order to set up a double exile option for player C, and player C then mistakenly selected a third permanent for more exily goodness, at which point I selected one of the other targets for my vote in order to save my Commander. Player C hadn't really thought things through (and I'd also quickly jumped the gun on my own vote, I'll admit), but we ended up rewinding that play so he could properly select his vote.
I find it helps best to properly (and as honestly as possible) represent the board state for newer players. For example, with cards with the Will of The Council, such as Council's Judgment, I find that it helps to explain to newer players what the consequence of their vote will do to the options the next player in line will be able to make. After a while, you can scale back the aid you give to after the play or game is over, that way they can learn from their own choices, but still have the benefit of a different viewpoint.
In one game, my brother should have had lethal on me since he had a pro-black creature, and he was paranoid about a Duplicant in my Chainer deck's graveyard... except that he misplayed having forgotten that Chainer would reanimate it as a black creature and opted to spread his equipments out instead. Since my brother should have known better, that was an observation I made at the end of the game (a few turns later). He has never forgotten it again.
These kinds of interactions though can really help all players improve their own levels of play. -

Coalition Relic - the most expensive of them, but far more useful.
Phyrexian Lens - a bit painful, but may be worth the added color utility
Star Compass - the best budget alternate. Taps for either color we have; CiPT, but costs 1 less, so same net mana gain when played.
Also, do not overlook Fire diamond and Sky diamond

Vote against soldier of fortune, he's just weak, there are better effects out there for this.
Vote against winds of change. Wtf? this does so little for this, if we want card filtering, there's better, if we want card advantage, we're in blue, there are over a thousand better choices! (unless we run maralen)

The hardest part is actually the general. To get a mono-white white bordered general you have to dip into P:3K. Chronicles is the only other set to have white bordered generals, and they are all multicolored.

The words would be primarily for slaughtering your opponent's mana basses and slowing them down as you get going. My concern is that it could slow ou down as well, since you'd have to replay your dorks, but I can see saving it for the last few draws, and if you see that you haven't drawn enough stuff to use all your mana, bounce a permanent or two and replay the dorks.
For me, it depends on the deck I'm building. For the most part I agree with Donald, I find it weird that Bringers cant be played in Mono-colored decks because they have mana symbols on it, but cards that state a color as a property are allowed. (Although that could get confusing with the elemental blasts).
For this deck though, the purpose of it is to be tuned, I'm tuning mine as much as I can. I'm only missing the wooded foothills now, and I need to get one ASAP. They are simply amazing in the deck. Another card I added for early color mana generation is Gemstone Mine I've had it on my mind for a bit for this deck, and I think it fits well. Bonus style points if you use blue and green glass bead counter thingies for the mining counters.

Ckrono, I like your budget list a lot, especially the words of Wilding; You could also add Words of Wind for the lock. Oh my god. Words of wind would be sick in this deck! Ckrono, I love you man!
Other than that, I have a few reservations about the mana rocks, but I'd withhold judging that until I see it in action. I would run spectral searchlight over manalith though, simply because itcould be political, while manalith has no real advantage over it.
Limitation breeds creativity, remove tuck and all the decks become more similar, not less.

Mainly did 1v1's while waiting for games, made a lot of play errors which I just need to get used to with the deck. I find myself counter light on some draws, and counter heavy on others, but thats randomization for you. I think I need to alter my playstyle a bit between them and not overextend too much without counter back up (despite really wanting to).
I didn't really get to test the Veil yet, it didn't come up during my games, so it'll sit a while and see where it goes.
Orochi Leafcaller Gets an MVP award in one game, where he let me cast a time warp with counter back up off a gaea's cradle and no other untapped source of blue; as well as just letting the cradle empty off anything I draw. ever.
The fetchlands all stay in the deck, I will be acquiring a wooded foothills soon for this. There is ONE game I did not start with a tropical island on turn one. I had to settle for turn 2. Opening hand: Breeding Pool, forest, island, arbor elf, spiketail hatchling, and a timewarp.Turn 1 draw, cloud of faeries. Turn 2 draw was a misty rainforest for the tropical island.
T1: breeding pool, arbor elf.
T2: misty-> tropical, cloud of faeries, spiketail hatchling, attack for 1.
T3: (drew a one drop) Edric, hit for 3, draw 3. giggle.
T4: crop rotation a cradle, Time Warp, giggle.
EDIT: My list (and deck) is missing a reflecting pool, I find that funny. I'll correct my deck when I get home.
I like your note how land ramp is less susceptible to collateral destruction from board wipes, but you should also add that in most cases anything Riku is able to copy will be of greater value than any mana rock can provide.
