Not true in all cases. In many fantasy worlds, a lich can also be a wizard that bound his soul to his own dead body via a ritual, which is what Jarad did. Phylacteries are a special kind of vessel for the binding used by some liches in some universes.
Actually, I think that's the reason why they printed Phylactery Lich, to show that not in all planes are they made that way.

Anyway, this means Jarad is a preview card of some sorts (didn't check the comic con panel), I hope Niv's new card in RTR is way cooler than his previous one.
It's only good with Soulbound if you have no paired creatures. I agree that the effect is powerful. I love me some flash cards. But granting that ability on a 4 drop is less powerful in green because most of the creatures cost less than that. I hope it does see play though.
But it's not like you stop playing 1-3 cc cards just because you reach 4 lands.

We are still getting that sweet alt art promo (that will most likely be spoiled) and random cards from M13, sounds like most are complaining just for the sake of arguing. Thank you wizards for 5 more cards then I got last game. I appreciate it.
I think what they expect is that Wizards will put a subpar promo along with 5 filler cards and call it a day. Also, most of the ones that complain only buy the game for the promo, they dont care if its an extra.
Its not speculation to say that Jarad is a new card, he is in fact a new card. Whether he's from RTR or not is up for speculation however.
The thing is we have no confirmation that a Jarad card is gonna be in the decks. And "but they put his name in the announcement" is in no way confirmation.
I think they'll do it, they're previewing other RTR cards in the duel deck as well, makes sense.
That's not necessarilly true. Izzet vs Golgari having preview cards (such as Jarad and a new Niv-Mizzet) is purely speculation at the moment. We haven't had any confirmation on it having previews. Actually, the fact that the original announcement for Realms did not say it had a preview and wasn't corrected even after Wizards employees were told so has led to the belief that it will not preview a RTR land.
Finally, some solid info! It's actually quite relieving to finally know something about the issue's release. Granted, it's going to be a little weird with issue 4 coming out on the 23rd and Spell Thief #1 coming out the week after, but hey! Now we don't have to wait as long to see the story continue.
I just hope they don't push The Spell Thief back just because issue 4 was pushed back.
