The four set's Urborg should be replaced with Sylvan Primordial, unless you can justify the current one. Restricting the second set, I think, should be a french ban list duals sort of restriction, unless you can explain more generally. If the examples are just "random" examples, you might want to clarify that, otherwise you might need to post more solid restriction groups like the first set. If the examples are real examples you believe should be restricted, can you post an explanation of each set in the opening post?

I've toyed with the idea of Richard Garfield, Ph.D.. It looks like he'd have a lot of flexibility. If you were into archenemy, Richard Garfield would probably make a really great one.
What do people think of Ajani Goldmane in the deck? Everyone plays 2 Elspeth, Knight-Errant for a reason! It's great. However, how would playing 2 Elpseth along with 1 Ajani be? I may test it.

I haven't had the chance to proxy this, and the particular friends I wanted to beat with it use W/U Allies, the other uses an old-school Jund deck, as well as Mono-black Zendikar Vampires, the last uses Lorwyn-based Promenade Elves.
I'm more worried about the matchup with Promenade Elves and W/U allies. In the case of Promenade Elves, the deck's built in a way that if the game goes on for long enough, there'll be a massive number of tokens I'll have to deal with, that I much doubt I'll be able to deal with. Except now that I think about it, that's why I have Kami of False Hope.
In the case of W/U allies, I don't think Soul Sisters are equipped to deal with their momentum. In this case, Kami will be less reliable since he'll likely get bounced or countered before he gets a chance to stall. But maybe his mere presence and the use of Proclamation will stall quite enough.
Beyond that, are soul sisters fine for these matchups? If not, what should I consider changing? My most likely options are to sideboard or even consider removing the Soul Sisters as well as Spectral Procession. Ideally I'd like to have the deck I'll mostly not have to sideboard, yet but still be able to win a decent number of games.
Kraken hatchling is useless in everything except flavor, since ula's temple activates with any creature,
you running too many creatures, trench gorger is useless more than 1, cut them to 2

You dont need to drop more fatties, you drop one each TURN and is is EVERY end step! one turn online (including opp) is enough to win !, the problem is getting the quest online REALLY FAST and protecting it!(and ofc to not die D: )
I have a set of clockspinning in my own sea monster deck, but I highly reccomend a set of dizzy spell, with at least one clock spinning in the deck, considering how important it is to actually have the quest on the field.
As for Oculus's sundial suggestion, I think sundial works by activating it after the end of the turn? Or somesuch shenanigan. I have to go now but this is what I would assume.
I know what you mean, but I have this thought if I work at it long enough maybe I can make it work, or at least playable competitively.
As for haste there's Thousand-Year Elixir and Swiftfoot boots. Playing feels clunky without one of them out, but I'm reluctant to add Lightning Greaves due to it's shroud.

Out of the three I think I like Swords to Plowshares more, as well as the idea of being slightly less reliant on Mangara, although Oust probably has about the same utility since it delays the opponent's champion, should they rush it.
I've been tentative about Path to Exile since it spots them a free land, but I suppose it might be worth the trade, exiling a creature and all.
You may be wondering why Mangara is used at all as a champion. Mangara has a tap ability that exiles himself and another target permanent, although there's a mechanic in Magic that allows his self-imposed exile to be interrupted by untapping or bouncing Mangara. Supposedly this is due to Mangara's imposed exile being part of the result rather then the cost.

Cards are set in groupings, and in each grouping the cards are alphabetized rather then grouped further by purpose, it should be easy to see which cards have the same effects. The sideboard's metagame is set against creature generation with sprinklings of control.

Dust Elemental's bounce has utility with Mangara as well as various other come-into-play creatures used in the deck. Other then that it's a decent beater.
