It's against the rules for me to begin an infinite combo, not to have one on board. I may not untap Nykthos with Follower and use Thassa's Ire on the follower on the same turn; however, I may have both in play and may alternate between the two actions every other turn.
Hippocamp isn't infinite (I can't recur it and there are a finite number of legal clone effects) so it doesn't count.
Reveal Breaching Hippocamp, target Kiora's Follower. Hippocamp trigger on the stack on the stack, untap Nykthos. Untap Follower. Use 4 mana (1 floating) to untap the original Arbiter. Reveal Scaldkin.
Tap Nykthos for 10 mana (11 floating). Untap Nykthos with follower. Tap Arbiter and to tap my copy. Attempt to untap the copy (6 floating). Responses?
Put Mercurial Pretender in play copying Arbiter.
Tap the original arbiter and the pretender using the Lyre.
Reveal my Manifest to be Kiora's Follower.
Tap Nykthos for 8 blue mana.
Attempt to untap Pretender (5 blue floating)
On review of the rules, Infiltrator keeps its identity; being "shuffled into the library" is the only way a card can become available for play.
If Infiltrator keeps its identity, I think the way I would handle it would be (Infiltrator Manifest 1, 2) + Manifest 3, 4, 5, where Infiltrator must be one of those two manifests, but I can choose which one at any point--no need to track it in advance.
But I'm more interested in keeping the game moving than haggling over rules minutiae, so I'll do it however Tom rules.
Edit: regardless, I will put a Manifest into play end-of-turn, flip Ephara, God of the Polis (with the Whisperwood manifest if it's relevant)

Put Daring Theif into play.
Activate the Arbiter, tapping Daring Thief.
Pass.
