Think mono blue guys. If you're running mono blue, mana production is probably the hardest out of any color. And not counting that, though garruk's is more versatile(two lands can be alot of mana), tell me something about an actual mana ability. Why does an actual rit have a little advantage over garruk's land untap?
I also was thinking of having this specific mana not empty from mana pools, but I figured that was a bit OP.

And as for the tapping, there's quite a few ways to make this work. Even moreso in a planeswalker deck. There are also alot of ways to cheese it.
