You cannot put noble heirach in a white green commander deck, because of the blue mana symbol in its rules text, reminder text is just the text in parenthesis e.g. (Whenever a creature you control attacks alone, it gets +1/+1 until end of turn.) on Noble Heirach.

I am fairly new to MTG and right now am only playing at home with my friends. The debate is if Urborg can be tapped for mana, for instance, Vampire envoy needs one swamp and two additional mana. Can I tap one swamp and two Urborg to play this card? My friends tell me that Urborg is just like blossoming sands and can only tap for a swamp and not for mana. My issue is, the card states that "each land IS a swamp" and in my estimation, can be tapped as mana. please help clarify.
1) you cannot tap 2 Urborgs and one swamp to cast vampire envoy, because Urborg is legendary (You can only have one legendary card on the battlefield at a time, if you play a second one you choose which one to keep and the other goes to the graveyard without being able to be tapped)
2) Blossoming Sands can be tapped for mana, it can be tapped for green or white mana and this is mana can be used to pay generic costs (1,2,3,X and so on). There is no difference between the mana that a basic land and blossoming sands produce.

Yes, dual casting says you may choose a new target of the copy of the mana leak, and remand is a spell so it is a legal target for mana leak, so you can choose the new target of the copy to be Remand.

I just wanted to clarify the definition of die, since that seems to be a major point of the confusion.

I would assume the land would become a creature first and then counters placed on it, following the order of layers for continuous effects, and in that case it would get the additional counter from Winding Constrictor.
How come this does not apply in this situation?
Because you follow the instructions of the card in order written, and awaken says to put the counters on first, why the ability is worded that way is not a rules question for this forum, you might want to ask that in magic general.

Just an update, skulk is not evergreen, which means that while it might be in another block, it will not be in every (or almost every) magic set. Here is an article which confirms this, and this is a reference giving the reasoning.
