but you haven't shown why it should be in black's design space over any other colors
because EVERY other color already has an answer
And that's how the colour pie works. Not every colour has an answer for every situation. Black doesn't get artifact (and by extension, equipment) destruction because that's one of black's weaknesses. The idea is that you can play monocolour decks so that your mana always works (barring flood/screw), but in exchange you give up some abilities (such as answering artifacts). Or you can play multicolour decks that have more answers, but in exchange your mana base isn't as solid. That's the trade-off. This is how Magic was designed from the very beginning, and while the colour pie has changed over the years (for example, blue no longer gets pingers, just as black no longer gets artifact destruction or pacifism effects), it is an extremely important part of Magic's design.
Asking for cards that break the current colour pie, even if they're only intended for Legacy, isn't going to happen. Current Magic design only happens within the current colour pie, regardless of what format that design is made for. Artificer's Hex, Hissing Miasma, and Sinister Possession are probably the closest black will get to artifact/equipment hate mechanics (the latter two being a precedent for some sort of "whenever an equipped creature attacks, its controller loses life" mechanic).

You forgot the lieutenants second ability (whenever another human enters the battlefield under your control, put a +1/+1 counter on thalia's lieutenant) So since each lieutenant sees the other one enter the battlefield they each get another counter which change to 3 with the hardened scales. So each lieutenant would be a 13/13

116.3c If a player has priority when he or she casts a spell, activates an ability, or takes a special action, that player receives priority afterward.
116.3d If a player has priority and chooses not to take any actions, that player passes. If any mana is in that player’s mana pool, he or she announces what mana is there. Then the next player in turn order receives priority.
116.4. If all players pass in succession (that is, if all players pass without taking any actions in between passing), the spell or ability on top of the stack resolves or, if the stack is empty, the phase or step ends."
these rules may help, if official rules will help in this situation.

I respectfully disagree, wizards practice magic without much add of alchemy. Personally I think it should have been an artificer, since that is closer to alchemy then wizard or shaman for me.

"702.2c A creature with toughness greater than 0 that’s been dealt damage by a source with deathtouch since the last time state-based actions were checked is destroyed as a state-based action. See rule 704."
702.2b Any nonzero amount of combat damage assigned to a creature by a source with deathtouch is considered to be lethal damage, regardless of that creature’s toughness. See rules 510.1c-d"
(rules that says when a creature with deathtouch deals damage it destroys the opposing creature)
"510.1d A blocking creature assigns combat damage to the creatures it’s blocking. If it isn’t currently blocking any creatures (if, for example, they were destroyed or removed from combat), it assigns no combat damage. If it’s blocking exactly one creature, it assigns all its combat damage to that creature. If it’s blocking two or more creatures, it assigns its combat damage to those creatures according to the damage assignment order announced for it. This may allow the blocking creature to divide its combat damage. However, it can’t assign combat damage to a creature that it’s blocking unless, when combat damage assignments are complete, each creature that precedes that blocked creature is assigned lethal damage. When checking for assigned lethal damage, take into account damage already marked on the creature and damage from other creatures that’s being assigned during the same combat damage step, but not any abilities or
effects that might change the amount of damage that’s actually dealt. An amount of damage that’s greater than a creature’s lethal damage may be assigned to it."
(Emphasis mine, which means that a creature with 1 power only gets to deal 1 creature any damage, by above rules on deathtouch that means that one creature is destroyed)
For part 2:
"702.110b A creature with menace can’t be blocked except by two or more creatures. (See rule 509, “Declare Blockers Step.”)"
(Emphasis mine)
Along with the fact that all the rules on menace don't say anything about creatures which block additional creatures (see rule 702.110a and 702.110c) that is really all there is to that ruling. Is the creature with deathtouch 2 or more creatures? no.

Also, while the rules of magic do change, they do 't change willy nilly, and magic design is influenced by what the rules allow. The rules are more than an existing framework. But that argument was really just for the equipment are artifacts tangent, so I don't see why you keep bringing it up. If you think that the color pie is just some existing framework, then could you please make that clear, because I am not sure if you are trying to say that.
