The only way I see anyone every blocking this guy is when their life is low ( In which case they won't pay to prevent damage) or if you pump the creature significantly.
I do like seeing that the ability can be activated by someone other the the defending player so it's good for multiplayer games.
Also here is a card that I've been up a long time ago that is in the same card pool as the Tribal land.

Sorry about the misspelling on Citadel. I'll fix it. You mentioned other typos and formatting sloppiness? I'm not seeing it but then again it's easier to overlook things you've written your self.
Temporal Tidal Zone has been giving me the most trouble of the bunch I think that I'll be changing it to an enchantment, and changing the abilities a little.
As for needing more context for an angel tribal. If you opened Elvish Harbinger in a booster you'd be able to guess that there were non-creature elf cards in the set without seeing any of them. Why not take the same mental leap when you see some non-creature using tribal? Granted Angel tribal is very under developed right now (one of the reasons I'm working on it a little).
I'll try to rework the Citadel when I sit down and redo Temporal Tidal wave.
I guess the only land I've not gotten feedback on is Draconic Summoning Alter.

I Personally like Forgestorm the best but feel that there would have to be at least three colorless mana in the casting cost to really get the "feels like a storm of effet". So It might limit itself to cards that will have a higher cost.
Sorry about the misinformation on Dragons in Rav. I did not follow that block closely. I'll edit my opening statement in a little while.
I see the issue with the Azorius Dragon. I'm thinking of changing the damage to a choice to either gain life or draw a card, though the activation cost would likely have to go up at that point.
I'll tweak some of the dragon's when I update the first post.
After reading the books from the first Rav block I was under the impression that the only dragon known to most and of any true power was Niv. And the dragons from Utvara were still un hatched from ages ago.
I honestly couldn't think of something better for the azorius one. Maybe have it target an attacking or blocking creature?
As for the Rakdos on I will tone down the discard ability. I used wither as a way to show how scared anything is after surviving an encounter with anything rakdos. Also the mana to activate it is supposed to be phyrexian mana I'll fix that.
I am open to suggestions on fixing the two dragons in question. How are the others?
the low power high toughness and vice versa were a way for me to show where the a given dragon chose to use it's strength wither in combat or behind the scenes.
I suppose that these could all be closer to 5/5's maybe between 6/4 and 4/6.
I'll likely branch out and do tri-color legendary phyrexian dragons next but I'll like to know how balanced these are first, and if anything NEEDS to be changed about them, before I tackle making more complicated color combinations.

Basically this should keep you casting away if you get it out before Iona is cast. Otherwise this card does very little.
