Ruination Engine will typically die as it enters the battlefield as is, unless you've been actively forsaking your own land, which takes effort. How about if it said "As an additional cost to cast (me), forsake X lands you control. When (I) come(s) into play, forsake X target lands." You could even change the p/t mod to x=all lands with ruin counters on them.
If you wanted a decklist, you probably have to PM the guy's Wizards.com account (which has the same name as his gatherer account since they are linked) and hope for a response. The only guy posting about this deck goes by "Lateralis0ne." Personally I don't like the attitude he portrays in some of his posts, but that's besides the point.
Also, what's wrong with Rock Jockey? He comes down as a 3/3 on turn 4. He's a hill giant with a discount, essentially, so just how is he worse? Missing a land drop by choice is not a big deal in limited, and he has connections with Airdrop Condor.
New card to add to this list? Divine Intervention. If this card does what you want it to do, you can't win the game! It costs a whopping 8 mana double white! And it takes THREE TURNS to work! This card may well be the worst card in all of magic. Being a hilarious card to troll with doesn't make it good! The only possible application for this card is a very player heavy game of spell-range emperor when you aren't directly seated to the side of your emp. Even then, its a player 2-for-1.

Mammoth Harness. Same problems, but rare. Fixed as Grounded, and... well, that card could be on this list too.
In timed events, draining your own clock will automatically result in a match loss for you, so you're allowed to do whatever you want with your half of the clock. Activating a free ability that doesn't affect the board state is reportable as stalling, but if what you're doing only drains your clock, such as going to get a drink out of the fridge, driving to subway to get a sandwich, or stopping to do dirty unspeakable things in the middle of a game, it's your right.
Hull Breach is your card then.
Thing is, online magic is different. I don't think it counts as stalling if you F6 and let your opponent play it out, there's no rules that say you have to concede.
It's their choice to play a deck that runs the risk of being soft on the play clock. Typically grapeshot or tendrils won't take longer than 7 minutes at the most for lethal.
Typically you only need to activate Chameleon Colossus for lethal, too, but that doesn't stop me from attacking in for 32k damage...
From what I've seen from Pokemon card games played, it's all about broken noncreature spells. Professor oak/juniper (wheel of fortune for free, for only you,) Bill (pretty much a free ancestral for 2 cards) some tutors (all of these cards are free! >.<)
