Brief background:
I inherited a big collecting a number of years back(legacy staples+ p9). I played legacy for a while, but just stored the P9 because vintage was off my radar. A few years ago I sold all the legacy stuff to pay for school, but held onto the p9. I'm getting back into magic and would like to start playing legacy again, but without spending money I don't have. I'm thinking of selling some of the p9 to get cards that I can actually use. That's why I'm wondering how much this guy is. It looks like its in pretty good condition for its age.
So quick background. I played magic since I was a little kid, had my own decent collection and eventually inherited a big collection(Legacy Staples, P9). I played with the legacy stuff, but just stored the P9 cause it was completely off my radar. A few years back I sold all my legacy stuff to pay for school. I'm getting back into the game and want to play legacy, but don't want to spend money I don't have. I am considering selling some of the P9 and then buying cards I could actually use, but I have no idea as far as value goes, or how to move them. I'm curious how much people think this is worth:
Price isn't so much of a concern as long as I can turn parts of my P9 into the deck without having to spend more money. RUG delver looks nice and there's no underground seas which helps with the price... Is there a reason you recommend RUG over U/W/R?
So I completely quit legacy(and Magic as a whole) a while ago and sold off EVERYTHING(all 40 duals, wastelands, FoW's, etc) I literally have nothing. Now that I have time and there is an a local legacy scene I want to get back into it without investing too much money. I do have all p9 and am planning on trading in some of those to get the cards I need. However, I'm not sure what strategy I should go with, just try and get as many general staples I can or go for a specific deck. I used to play Zoo and Merfolk but zoo looks like its nonexistent in the Meta, and Merfolk isn't performing all that well. Is there a good, consistent deck that has a lot of staples which could be re-used which I could stick with and play competitively for a while?

I haven't played Standard in ages, but this is what I came up with. I'm assuming I need to add Reckoner's but I'm not sure what to drop. I also need a sideboard, but I have no idea what my local meta is. Suggestions?
So is there a completely up to date list for the optimal mono blue merfolk build now? I'm starting to put one together but I know literally nothing about the meta I'll be playing in so I just want to start with the most solid list I can.
So I am in need of a cheap legacy deck, but I had to sell of most of my cards for money, and this looks fun to play. However I kept my FoW for sentimental reasons. Do they have a place here?
