If, on the other hand, the original effect looks for "the exiled card" (or similar), it will specifically only look in a single zone for the object it wants.
So, Oblivion Ring on a commander will not bring the commander back if you command zone it. However, Banishing Light will bring it back from the CZ (so long as the commander has not changed zones again since being put there). Norin the Wary, notably, can go to the command zone every time he exiles himself, and still come back so that if someone stifles the return trigger, the Norin player hasn't lost their commander for the rest of the game.
Rescue from the Underworld would be an example of a similar card that normally brings a creature back from the 'yard, but could track a commander to the CZ. However, that only applies if you actually use the CZ replacement effect. Sending your commander to the 'yard and then getting hit by Tormod's Crypt would never let an effect like these bring a commander back from the CZ. -

Teardrop Kami + Splinter Twin + Bitter Ordeal = Each opponent now has no library and loses at the beginning of their next upkeeps unless they have a Laboratory Maniac out.
Step 1: Enchant the Kami with ST.
Step 2: Tap the Kami and make a copy of itself.
Step 3: The twinned Kami now sacrifices itself to untap the original.
Step 4: Repeat steps 2-3 until you feel have done it enough times.
Step 5: Cast Bitter Ordeal which has a Gravestorm equal to the number of times the token Teardrop Kami had sacrificed itself. -

And the downside of artifact lands (namely that they get caught up in mass artifact hate) is relatively minor.
That said, I would probably only run this if I was also running Liquimetal Coating for a ridiculous wombo-combo.
And it fits mechanically/thematically right into a Glissa Sunseeker deck! -

My favourite thing about this thread is when a card comes up and three people are like "bah, limited fodder" and then a fourth person pipes up and says "actually, this card is amazing in decks A & B, plus it goes infinite with cards X & Y making it a solid combo choice in decks that are already running those."
The beauty of those kinds of situations is that it's not easy to tell in advance which cards fall into that category versus the ones that really are just "bah, limited fodder." I'm willing to suffer through some days with boring cards in order to not miss out on those really fun ones.

Kiki-Jiki, Mirror Breaker is a second copy of Splinter Twin. And you can replace Bitter Ordeal with Impact Tremors, Warstorm Surge, or Purphoros, God of the Forge. All this means that Teardrop Kami can essentially be a second Deceiver Exarch/Zealous Conscripts in a UR Exarch Twin deck.

I've played against a handful of sacrifice decks that go really deep on cheap self-reanimating creatures rather than going the traditional token route. Those decks are usually base black, but if they've got green I could see this being good enough.

I found this shocking, and did some gatherer searching just because I couldn't believe that their weren't a wealth of better options. But I've convinced myself that you are right. In a Horobi deck, this looks like one of the top ten creatures that can come down in advance of Horobi and be immediately ready to start killing stuff.
EDH is really an incredible format. Before reading your comment I would have been quite prepared to say that there wasn't a deck out there where this card would be a good inclusion.

Oh, and Sustaining Spirit is another Worship.
Finally, I think you need to try and find a way to force your opponents to cast Intervention Pact in their non-white decks. I'm not sure how you do that, but I'm pretty sure it can be done.
