Seems pretty bad. If they have enough life they can just take hits, then when they are low, they start sacrificing until they draw removal. It's never going to do what you want it to.
If I read it correctly, Detain can shut down planeswalkers. That alone makes a deck that chains Detain (or multiple Detains if the cards are there) a real possibility.
Another possibility is a Show and Tell variant. They could have an extremely overcosted version where target player puts a permanent onto the battlefield, and a similarly-costed version that has each player put a permanent onto the battlefield.
I will say that I doubt they would print a card like in standard, especially with Griselbrand being standard legal and already causing problems in Legacy; but Show and Tell does fit Izzet's color pie so it would be a possibility.
While a neat card to print, I really wouldn't want to see Omni-Tell come to standard.
That's the problem, there is no objective measure of quality. It's the closest thing we have though. If more people are playing then it is pretty safe to assume that more people are enjoying it than before. If more people are enjoying it then the consensus would be that the game is more enjoyable. If the consensus is that the game is more enjoyable then I think that could safely be considered more quality.
That's just a measure of overall quality. You can have very high average quality and still have a few complete failures.
