    Activated abilites can be used any time you can play an instant unless otherwise stated. It will say so pretty explicitly (augur of skulls comes to mind). Artifacts that are not also creatures are not affected by summoning sickness. In your scenario, you can tap your ratchet bomb just fine.

    Artifacts that are also creatures (Blightsteel Colossus, Phyrexian Dreadnought, etc...) are affected by summoning sickness and cannot attack or use any abilities that require it to tap.

    Brindle Boar has an activated ability that has no timing restriction, so yes, it can activate and sacrifice itself in response to a burn spell that will kill it

    Having some cards in double sleeves and some in single sleeves qualifies pretty clear as marked cards. The penalty at competitive REL is a warning and they will most certainly make you either take off the perfect fit sleeves, or put them on the rest of your deck. Perfect Fit sleeves still add some mass to the card and thus, they can be distinguished from the cards not in those sleeves

    Well, doesnt work like that. Equip can only be done as a sorcery. (It used to print that on the card but they stopped putting the entire rules text once equipment became a mainstream part of the game). SO you can't equip the boots as an instant. However, if you managed to give it hexproof or protection via some other avenue as an instant (brave the elements comes to mind), then the doomblade would fizzle for having an illegal target. Equip abilites cannot be used as instants

    I think you may have misread his question. If you are only drawing your 1 card for the turn, you can only return 1 thug, not both. If you are drawing multiple cards (such as off of a Brainstorm) then you can dredge for each draw. You cannot use multiple dredges for 1 card draw. It's 1 dredge card per draw. So if you have 2 Thugs in the yard, and are only drawing 1 card, you only get 1 thug. Binary's "yes" answer is only correct if you are drawing more than 1 card

    you cannot. Mainly because its impossible for the cards to come in to play as their transformed state. The game doesnt know that it has a facedown side until the trigger that transforms the card reminds the game that it can flip face down.

    I realize that the TO is responsible for providing the space to play, which is what she was trying to do. She was trying to get more Tables and chairs set up for the rest of the players but the Head Judge said that he was overruling her and that they werent going to set up any more tables or chairs. Which pretty much stops the TO from doing her job as described as the MTR. So your answer of "Its the TOs job to set up space" doesnt really help answer my question. Can the Head Judge stop the TO from doing their responsibilities as defined by the MTR

    I realize that the MTR says in 1.7 that the Head Judge is the final authority at the tournament. However I'm not sure to what extent that rule applies. Here is what happened

    The TO always expects ridiculous size pre-releases. to prepare for this event she rented a place that had much more space than her store (pretty common). Well her employees didnt set up the entire room and what happened was that as a result of their decision to not follow her instructions, they didn't have enough space. The room wasn't full but the employees (one of which was the Head Judge) decided that they just didn't want to set up the rest of the room. Well the TO was getting pretty frustrated, as were the people who didn't have a place to play, so the TO insisted that her employees set up the damn tables and chairs so that people could play. The Head Judge (who is on the TO's payroll as a regular employee) said that he was overruling her and that they weren't going to set up anymore tables.

    Now like I said, I know the Head Judge is the final authority, However im wondering if that only applies to rulings on rules and policies, and not necessarily to setting up the tournament especially if you are on the TOs regular payroll. could someone shed some light on this situation. Can the HJ overrule the TO when it comes to setting up space for the tournament?

    It copies the level up ability of whatever is in the graveyard. However the abilities granted by the number of level counters is a static ability. Ooze only copies activated abilities. So level up as much as you want, the only result you get is that you get to put a lot of pretty counters on the ooze that have no relevance.

    "Can't" always overrules "can" it doesnt matter how many things say that damage is prevented, if a spell or ability says damage can't be prevented, then its not prevented. They could have 4 of them and it still wouldn't matter.

    Unless Gideon somehow gains vigilance or manages to untap somehow, you take an extra turn and he stays tapped. Keep in mind that the tapped/untapped state of a Planeswalker has no effect on being able to use its abilities. The only reason it matters for Gideon is because he cant attack if he's tapped. You can use all of his other abilities unimpeded though

    when a card says its name, it references itself. So when it says "Change the target to Spellskite" it literally means to that specific spellskite. If you could do it your way it would have to say "Change the target to a CARD NAMED SPELLSKITE" but it doesnt, so we can only redirect it to the spellskite using the ability

    you get priority too in the declare blockers step. In order for the game to proceed, BOTH players must get and pass priority on an empty stack. so the answer to your question is actually in your question. You get to pump after you have declared blockers and your opponent has passed priority
