Very interesting to see a revival on this. I know there was a bit of friction the last time I got involved with finding artwork for the old set, but would people be interested in me doing the same thing here? (also in helping out card design/creation) I still have hundreds of unused Steampunk artwork I have saved, and there's bound to be plenty of new ones since last year
Why use Goblin Dynamo when Bogardan Hellkite is just one mana more? And yes Duplicant doesn't permanently remove their General, but Kiki copies turn after turn, so having out Duplicant and Kiki at the same time is a Rattlesnake-effect of "you going to try and cats your General? See what happens".
Shrine of Burning Rage doesn't trigger, but enter the battlefield and leaves the battlefield (and especially dies, since the copy token is sacrificed at end of turn, not removed) triggers such as Vicious Shadows work well.
Not really. You have an option though... Take out the Snow-Covered Mountains and your other non-basics, run Blood Moon, Magus of the Moon, Price of Progress, and Ruination. Those 4 will really punish multicolored EDH decks.
Also, the Tuktuk Scrapper is preferred to Manic Vandal etc. because of it's Ally ability. When you cast the first Scrapper, destroy one artifact and deal 1 damage. Then, for each time you use Kiki-Jiki to copy it, you destroy two artifacts and deal two damage.
This is highly out of budget, but Wurmcoil Engine is fantastic in this deck.
You only have 15 Goblins, so I don't imagine copying Goblin Ringleader turn after turn will draw a lot of cards. (I guess maybe if you stack the deck with Goblin Recruiter first...) If so, maybe add Brass herald as well. Maybe try Clone Shell instead?

This would make steam-powered costs easier to achieve, if for example you're drafting and can make half your basic lands produce colorless only.

Here's some suggestions:
Mangara's Tome: tutor for Enduring Ideal
Sphere of the Suns: I like this as mana ramp that I can later donate to someone when it has zero counters left
Drift of Phantasms: uncounterable tutor
Guile: I'd replace Ulamog with this. It not only has the same shuffle effect, but it also combos insanely well with Dovescape. Plus, if someone does cast Bribery, or ultimates Jace 4.0, they won't go grabbing your Ulamog.
Phyrexian Unlife: Fragile Combo lockdown with Form of the Dragon. It's not guaranteed, but it can stymy most damage for a while until you can assemble more pieces. It's also a pure lockdown piece with:
Delaying Shield: This locks down with Phyrexian Unlife. Plus I also found that a lone Delaying Shield is a very good rattlesnake card. it prevents people from OHKO'ing you, as if they try to do that, the damage is prevented, and then you donate the Shield to the opponent, and they die on their upkeep.
Detention Sphere: Oblivion Ring upgrade
Dream Tides: Another pillow fort card, sorta. This one however is global
Exclusion Ritual: extremely nasty anti-commander card
Hidden Retreat: perfect for Enduring Ideal decks, as this lets you take drawn enchantment pieces and put them back in your library. It also sort of combos with Energy Field by preventing you from having to discard (assuming your other permanents can't be destroyed)
Parallel Thoughts: tutor for Enduring Ideal
Planar Collapse: once Enduring Idea is out, Wrath the board
Impending Disaster: Once Enduring Ideal is out, 'Geddon the board
Price of Glory: metagame-dependent anti counterspell card
Energy Field: Combos with Rest in Peace.
Zur's Weirding: Another global enchantment, and a lockdown piece if Zedruu is out

Tyrant of Discord will probably upset people if copied numerous times. Same with Keldon Firebombers.
