Deep-Sea Kraken - Doesn't have shroud, but leaves all your mana open when it comes into play, so as a blue deck that should be pretty close. There are better options, but we have fun with the little mind games it creates with having to decide if it's worth it to cast that spell or not.

This is probably the best way to go about it. Trying to shoehorn in corner cases like Koth of the Hammer is unnecessary, and doesn't require a rules change. -

I believe you were aiming for "If you control no other permanents that can produce mana, instead, for each permanent you control, add one mana of any color to your mana pool."

You can get a set of 12 like the following for $6 shipped on ebay, or probably find them in the party favors or toy aisle of some dollar stores. The writing area is 2 3/4" x 3", so just slightly different than the size of an actual card. You can always trim the width and put them in a deck box. Of course you would remove the cool dinosaur picture (if you want)!
