I like how this card is like Circu, however, since it is almost strictly better than Hypnotic Specter, I feel it should cost 4 mana.

2. Merfolks give you +1/+1 so this "Mefolk god" would be littlebit more powerful when it helps also other blue creatures.
3. Islandwalk is not so big problem cause you can add U mana without using islands and if op would not use blue anyway ability dosnt help you.
4. Drawing cards is blue thing, like elesh have vigilance which is white thing.

I'm not saying that overpowered cards shouldn't be printed. If anything, we need them to help define a metagame. I'm saying that the fact that a card is mythic and/or legendary doesn't mean you should pump power into it. If anything, it should be powerful and flavorful, but not an auto include in most decks that can access it.
This is not even close to be overpowered compared to them.
Does Wurmcoil Engine draw your deck? No.
Does this? Yes.
Does Elesh Norn do stupid powerful things? Yes.
Are it's effects in white's part of the color pie? For the most part (And because of the nature of the praetor cycle) Yes.
Does blue get big pump effects? No.
Also, notice how both of your examples are expensive mythics. There is a reason for that. They are broken and poorly costed.
Way too overpowered. First off, this gives it's pump abilities to itself. Second, the ability to have huge creatures that draw you into more huge creatures is just hell to deal with. Seriously, get rid of the first 2 abilities and give the creature itself Islandwalk to make it feel mythic and not overpowered.

Honestly, I can't think of any 1 card combo that makes this broken other than the Reaver off of the top of my head. However, you may be able to get away with making it an Enchantment if you up the cost by :1mana:.
