my formula is to pick a general, then look through all the artifact and cards of those colors that i own and put the ones i like in a pile. Then look through the pile for cards that fit with the general direction i want it the deck to go in. next, playtest, and trade for/buy cards that i feel like i need. playtest again. rinse and repeat until deck is complete.
if you have a lot of tutors its fine running singletons. You should most definetly try to construct a toolbox that fits all of your needs. Otherwise, just playtest each card separately. how often do you draw that card and find it useful in your current situation? if the answer is very often, double and maybe even triple up on that ability. if the answer is not at all, then just keep 1.
lol it doesnt matter if you are running a general like wort or riku. I can usually gwave for around 15-20 2+ times. just run recursion such as anarchist or praetor's grasp to grab your stuff back if you need to.
for me, wincon is usually something along the lines of rampaging baloths conspiring harrow or tooth and nailing into primeval titan + avenger of zendikar and others. the most stupid win i've had is terastodon + grafted exoskeleton + soul's fire.
on grafted exoskeleton, it is a fantastic card. wins games by itself if you run a critical mass of fatties + tutors. My fav is to Birthing pod hoarding dragon (carrying skeleton) into hoard smelter dragon, then equip and turn em sideways.
Sleeves usually split because you are sleeving and desleeving a bunch. I have never had a sleeve split, or seen a sleeve split in edh from any brand: ultra pro, ds, kmc, etc. at my lgs ppl usually only split sleeves during drafts and such because they keep one extra set of sleeves specifically for drafting.

i would cut engineered explosives since in edh you arent really going to see a lot of things with the same mana cost. It would be easier for you to just run beast within. You are running a lot of inefficient 4 cost removal spells. If you want to go to that 4 mana cost kill spell, the best one is chill to the bone it hits everything. Also consider rend flesh because that also kills just about everything.
i also dont really understand teferi as a choice here. it doesn't really fit with the rest of the deck. Brine elemental is quite costly, i'm not sure how that would play; i've never seen it used in an edh deck.
Ghave infinite combo is pretty badass. Get academy rector, doubling season and earthcraft. you can consistently win turn 5-6. My LGS owner currently has one since he plays edh when business is slow.
exploration mana accels you like crazy, and survival lets you tutor up academy rector. He also runs idyllic and enlightened tutor. all the other cards are random mana-elves, tutors, and enchantments.
its really a problem of how to prevent yourself from getting hated out. I was rolling mono blue teferi at my lgs and i was able to talk the entire table against the uril player (5 player game, me with teferi, 2 kaalias, 1 savra, 1 uril), and the uril was only a 5/5. I mean cmon, when do you see teferi-lock get less hate than another deck?
as people have said earlier, underworld dreams is a good card. one card people seem to be ignoring is dreamborn muse sure it helps graveyard decks, but they are drawing and milling off of sphinx so you can deck them pretty quick. deadly against mono blue.

black and white also have pretty good lifegain effects (exsanguinate and the like.) shattered angel would also be quite good in a deck like this.
