This is an idea for a deck to use Chisei, I played a couple of games with it and it seems quite powerful. I beat WW with geddon and A doomsday deck without power 9.

4 Flying Men
4 Mystic Remora
4 Chisei
2 Illusions of Grandeur
4 Power Conduit

4 Unstable Mutation
Mystic Remora is just absurdly powerful if you can keep the cumulative upkeep in check.
Also I believe this is the best fit for Chisei, as its quite underpowered in most decks.
