Either Blightspeaker or Wheel of Fortune.
For Blightspeaker, I like the art, creature typing, the flavour text and the abilities present on the card. Everything is just so right, and is probably favourite creature. It also probably helps that my two favourite tribes are Rebels and Clerics.
Wheel of Fortune is a little different. It is one of the first cards I remember having, and is one of the few that I still have my original copy of. Every time I play my copy, currently in my Nin, the Pain Artist commander deck, I feel taken back to my early days of playing MTG with friends during School at Lunch.
Anyway from what I can gather after some quick research on the topic is that this bill is about 13 years old, and I believe it was shot down. Furthermore, Fred Maslack isn't even in the Vermont Legislature any more. That was my main concern as well. Oh well, I took it any ways, and I'm hoping that it is actually real.
Otherwise, it would probably be the Marit Lage token produced by Dark Depths.
First, both happen to fall predominately within my favourite colour combo, B/W.
Secondly, there is nothing more satisfying then sticking a copy of Bound in Silence on creatures with Hexproof or Shroud.
Third, clerics have an insane amount of life-gain and interesting combos.

My thoughts exactly. I highly doubt that Wizards wants to screw up a format they're trying so hard to actively promote by reintroducing such a powerful card.
Anyways the cards I actually want them to reprint are
Tower of the Magistrate: Although a powerful card that I hope it wouldn't run into problems with printing due to modern, I think it would be a neat card to reinforce an enchantment block as it would make aura's seem slightly better, yet I would also be happy if they decided to use a low cost artifact/enchantment with a similar abilty instead.
Imperial Recruiter: A card that I think wouldn't screw with any format too extensively. Ridiculously high priced card exclusive to P3K that has an unique effect for Red. If not in a core set they need it as Judge Promo at least.
Sleeper Agent: Just a personal favourite that tends to lead to interesting deck-building and memorable games.

And someone caught my other worry, lol. I was trying to combine both cycling and madness since they work extremely well together, but yeah I can see what you mean by it being extremely clunky. How about this,

That was my main worry, that if I costed to low you could keep denying other players land, creatures, etc. How would 1WB. I personally think WB would be pushing it a little too far.
