2. It's easy to control refugees when you keep your citizens so oppressed they don't have the funds for trucks or strengh for marches. Those who do are in the military.
In an effort to ease global tensions, if China is getting tired of NK's rollercoaster of aggression, they may let the chips fall where ever. They (China) know we'll go conventional despite the paranoia of Chicken Little North Korea. So, why back a failing leader?
