The only way that I can see the "choose creature or removal" philosophy will work right now is in limited and post-M15 Standard. Eternal formats like Vintage, Legacy, and Modern are stuck in a rut, because their total card pool includes cheap removal.
I think the best way to realize your vision (and Wizards) is to create a new eternal format and re-baseline it at M15/Theros going forward (or M15/RTR). That way, most cheap removal is gone, and there is design space for better Auras (your desire) and more balanced removal (Wizards's desire). Tavern Scoundrel's eyes seem not human here (unless they are closed).
For Modern, this is a legendary card, so it may not be as good as Argothian Enchantress in muliples, although I don't think most players ever had more than one Argothian on the battlefield at a time. However, it is an enchantment itself and as previously mentioned Sterling Grove is in Modern. What's the better play? Play this card or Sterling Grove first?
With Enchantress's Presence and this card in Modern, Eidolon of Blossoms and Setessan Champion are likely booted permanently from the Modern Enchantress deck.
I've seen old wording use “from anywhere” as well. It looks like they want to stop these cards from every zone, including exile. This would stop Madness and Flashback cards, and those are largely in red and black. It'll also stop Rebound cards, Suspend cards, and Jump Start cards.
Having Sterling Grove, Solitary Confinement, and Enchantress's Presence in Modern will power up that deck type a lot.
If this was a Crabs vs. Vampires fight, my money is on the crabs.
I've had trouble getting Nykthos, Shrine to Nyx to generate enough mana, so this will help. Let's combine Sanctum Weaver with Nyxbloom Ancient for even more mana.
Speculation: Wizards does not want to print Damnation again for a while.
There will have to be some interesting conversations at the game table where "Damn" the curse word intersects with Damn the spell.
It sure looks like it, since phasing does not cause a change in zones.
