The only way that I can see the "choose creature or removal" philosophy will work right now is in limited and post-M15 Standard. Eternal formats like Vintage, Legacy, and Modern are stuck in a rut, because their total card pool includes cheap removal.
I think the best way to realize your vision (and Wizards) is to create a new eternal format and re-baseline it at M15/Theros going forward (or M15/RTR). That way, most cheap removal is gone, and there is design space for better Auras (your desire) and more balanced removal (Wizards's desire). Warden, thank you for the deck advice. Yes, in my playgroup, the meta is creature-heavy, so my MD is anti-aggro. If I enter a competitive Legacy tournament, I can change the maindeck options.
If I add 1-2 SDT, as Warden, Cecilia, and RogueMTG have suggested, what do I cut from this deck? Land? I can't even fit Oblivion Ring as this deck stands.

I haven't played against this deck, but seeing the decklist, I can see how using Aether Vial to bypass the Standstill means trouble for a Landstill player.
If I run SDT, then wouldn't I just use Counterbalance/SDT as a combo? I can't imagine 1 or 2 SDT helping me here. 1 SDT feels "too random" as Morbid- put it, because while it will filter my draws, it doesn't have much synergy with any thing else in the deck.
You are actually looking at an older decklist. In my latest decks (it's hidden by the spoiler button), I have 2x Wrath of God.
Based on my personal play style, I prefer the E. Dragon over the 5th fetch, because I feel more comfortable with having more creatures. The problem with the Clique is that it's legendary. I can have one out and if I draw another, I cannot use the second one as a beatstick. Maybe I should use the semi-bad Vexing Sphinx
In my latest deck, I have answers in the sideboard for Iona and Emrakul. Echoing Truth if I'm facing aggro and Iona. Curfew against Iona and Emrakul.
It's becoming clear from the conversation, I will not have a maindeck usable even 50% of the time, casual or competitive. I'd either have to load up on creature removal like EE, ***, and Humility if I'm expecting a lot of creatures. Or I have to load up on DoJ if I'm expecting countering decks.
Hmm, my sideboard doesn't have a good answer for red. Kor Firewalker or Burrenton Forge-Tender Blue Elemental Blast/Hydroblast? I've read that Chill isn't that great.
I have to presume that UW Landstill deck is not ultra-competitive in today's meta. But, as I stated in my first post here, I definitely don't want to go into a third color for cost reasons. I just want my deck to work consistently (i.e. some synergy), even if I lose. My old UW Landstill deck just didn't work no matter what I faced, so it definitely needed tuning. You and the others have provided useful advice, so I can make better card choices for the deck.

Morbid-, I appreciate you taking the time to explain these strategies. They are very insightful and are aspects I would not have thought about. I will refine my list some more.
How does one play against a deck that is counterspell-heavy? I've read reports about "counter wars" where two players kept countering the other's counter until somebody runs out of them when a key spell is on the stack. Is this a job for Counterbalance?
If my singleton Karakas is too random, then would any singleton in my deck be too random?
I'll take this under advisement, but I've always thought that my opponents would play through Standstill anyway (unless they could abuse my Standstill). They wouldn't let it linger for too long.
Also, I don't really understand what the strategy is with Decree of Justice. You cycle it to play 1/1 soldiers to abuse Standstill, but it takes 5-6 CMC to bring out 2 to 3 soldiers. Is the idea that I have already removed my opponent's creatures the first 4 turns, so they have nothing left to stop my 1/1 creatures?
I'll swap my Counterspell for Spell Snare when I'm playing in a competitive meta. My current playgroup is casual Legacy, and I'm finding that Spell Pierce and Spell Snare are not as good in the casual environment. Since I have no offense in the early game, I need more hard counters.
Considering I don't have Jace 2.0, I can put back FoF for now.

I can't afford Jace right now, but I have a 3rd EE. I don't think Thopter Combo is for me. It will just dilute this deck further. If Landstill's objective is to keep the board cleared of everything, then I can stuff the deck with removal with a Wasteland soft-lock.

Card Rationale
Vendilion Clique: Blue creature that causes hand disruption. Usable as a creature and a pitch card to FoW.
Enlightened Tutor: The increased number of artifacts and enchantments makes this card more useful to have.
Engineered Explosives: Although I can only set it to 2, it should blow up a lot of Goblins, Merfolk, and other 2 CMC creatures (Tarmogoyf).
Humility: This stops Tarmogoyf, Quasali Pridemage, large creatures, and slows downs aggro.
Wrath of God: This clears the board of creatures.
Karakas: This stops Emrakul and Iona. This can also be used on Vendilion Clique for repeated hand disruption (probably a soft lock).
Crucible of Worlds: Recycles my Wastelands, Academy Ruins, and Karakas.
Academy Ruins: Recycles my artifacts.
Eternal Dragon: This is used to retrieve a Plains card or is my finisher.
Elspeth, Knight-Errant: This produce 1/1 tokens, and if Humility is on the battlefield, it will turn one of my 1/1 creatures into a 4/4 flying creature until end of turn.
Jace, The Mind Sculptor: Whenever I get this card, it will help me improve card draw quality and in a pinch, bounce a creature.

Rsaunder suggested that my deck has too few removal. I have 4 StP, 3 Wrath of God, 2 EE. What else would count as good creature/permanent removal? PtE? Oblivion Ring? Journey to Nowhere? Another EE? EE is probably not as effective in the UW build, since I cannot set it to 3 (and I'm not splashing another dual land).
Karakas was there to deal with Iona and the Eldrazi. I'd figure I mainboard it, instead of sideboard it. My "casual game" meta is currently Legends-heavy.
I will check into Vendilion Clique, as it gives blue a way to remove cards from a hand.
Counterbalance + Top seems good, but I'm running out of slots here. What would I cut to use those cards?
Sorry Warden, but I am not adding another color, even if it is one dual land. It's EE at 2, or get something else to replace EE.
The scary thing is that one Jace 2.0 is currently priced at more than all your suggestions combined, so that may be the last card I acquire.
I have this UW-only Landstill deck, but after I started looking around on the internet, it seems the optimal Landstill build is UWb or UWr.
I don't want to buy the additional cards needed to support a third color, so I have the following questions:
1) Is this UW-only build still viable as a Legacy deck?
2) If the answer to #1 is "No," then can this deck be improved while still remaining UW?
3) If the deck cannot be improved in #2 without a third color, then is there another viable UW-only deck? I figured I could sell/trade some of the cards in the Landstill deck to build another UW deck.
I looked at the CounterTop deck in "The Price of Legacy" thread, and even that uses black. Solidarity didn't look viable. I already have a UW Tempo deck, so I am looking for additional suggestions. If no other viable UW deck exists, I may change this deck to a Merfolk monoblue deck.

I had a Green-White deck, and Iona was one of the problems the deck had. The Iona player would almost always name white to stop all the white removal in my deck. Before Plummet came out, Lignify was the only low casting cost way of dealing with Iona.
This card definitely boosts monogreen decks, since green historically has poor anti-flying removal and direct creature removal.
