Spellcharge is poorly worded. You would only be able to cast it once and then the Spellcharge is done, it needs to copy it and then cast the copy.
I believe Spellcharge is meant to work this way; you'll get to play a spell for a reduced cost if you are able to have a specific creature deal combat damage to a player. In this case, Battle Bolt is a potential 3cc spell dealing 4 damage, but only if you are able to also deal combat damage as well.

Put target permanent on top of it's owners library. Clash with an opponent. If you win, repeat this process.
Isn't this like an instant, undercosted, turbocharged Plow Under? All I need is to set up a 1cc or more spell on the top of my library, then plow all my opponent's lands back. I even get to plow another creature for the last shot.
Make it either target non-land or reword it in a way that the targeted permanent is not used for the plow.
You base alot of your analysis on past cards, primarily drawn from a period in Magic where most cards were weak and lacking and any mechanics were either not well thought out (banding) or not properly developed (legends, walls).
I'm afraid I have to really disagree with you. Poison has potential as a mechanic, and it is up to how R&D develops it. I'll hold judgment until I see a clearer picture of the general direction poison is going. Maro isn't gonna promise anything unless there's a good reason behind it.
Phyrexian Warlock 3BB
Creature - Lich
Fear
Phyrexian Warlock is indestructible.
Whenever Phyrexian Warlock deals damage to a player, draw X cards, where X is the power of Phyrexian Warlock.
When Phyrexian Warlock leaves play, you lose the game.
