    Exceeepppppppt, it happens constantly in at least 3 out of 5 games I play. And others have reported the same thing.
    Math beats out unproven anecdotal evidence every day of the week and twice on Sundays.

    We house rule him that he can have Samurai cards of any color identity. Unfortunately there's not even a multicolor Samurai commander in existence that he can be mana fixing for.

    Design -
    (2/3) Appeal: Definitely a Timmy/Johnny card. Spike's not very interested in such an unreliable card.
    (1.5/3) Elegance: Quite wordy and complex in its politics, yet still grokkable.

    Development -
    (2.5/3) Viability: Mythic is correct. Hard-pressed to see a land without a mana ability even in a supplemental set. Brick counters are an artifact mechanic but that's not such a big deal.
    (3/3) Balance: Hard to see how to abuse this card without great effort.

    Creativity -
    (1/3) Uniqueness: Obviously majorly inspired by Helix Pinnacle but the group nature of it is a new wrinkle.
    (2.5/3) Flavor: Name makes sense in a treaty-signing sort of flavor. Maybe could have used short flavor text.

    Polish -
    (2/3) Quality: Couple of spelling errors; also, join forces needs italics.
    (2/2) *Main Challenge: Good.
    (2/2) Subchallenges: Colorless land, check.

    Total: 18.5/25
    Design -
    (3/3) Appeal: Absolutely wild Timmy/Johnny card; Spike appreciates the Insurrection mode.
    (1.5/3) Elegance: A lot of complex implications, but relatively easily understandable.

    Development -
    (3/3) Viability: It's unclear what colors this effect is. I'll take it in red-white because Lord knows they need some kind of help in Commander. Rarity seems, well, right.
    (2.5/3) Balance: On one hand: Swingy, and 5RW is undercosted for Insurrection. On the other hand: Wild seven-mana card primarily meant for multiplayer shenanigans.

    Creativity -
    (2/3) Uniqueness: The nearest possible black-border-ization of Better Than One? Definitely a quite unique main effect even if the secondary effect has a lot of precedent.
    (3/3) Flavor: Adore it.

    Polish -
    (3/3) Quality: Looks fine.
    (2/2) *Main Challenge: Good.
    (0/2) Subchallenges: Multicolored, and a sorcery.

    Total: 20/25
    Design -
    (3/3) Appeal: Timmy likes burning heretics at the stake, Johnny likes discard interactions, Spike likes punishing people and denying them their finishers.
    (2.5/3) Elegance: A lot of steps, but an elegant process.

    Development -
    (3/3) Viability: Color good, rarity good.
    (2.5/3) Balance: The version of this in two-player, seems... quite strong. But slow. In multiplayer it'll either put the hurt on someone who's going to mess up everyone else's day, or just spread the hate around equally, so.

    Creativity -
    (2/3) Uniqueness: Bottomless Pit variant, with politics. I dig it.
    (3/3) Flavor: Simple. Resonant. Perfect. Return to The Dark era Terisiare Commander? trololololol

    Polish -
    (3/3) Quality: Seems fine.
    (2/2) *Main Challenge: Good.
    (2/2) Subchallenges: Monocolor enchantment.

    Design -
    (3/3) Appeal: Timmy, Johnny, and Spike all find something to like in a beater that can be removal and/or a clock and/or impulse draw your deck.
    (2.5/3) Elegance: Wordy by necessity but not inelegant.

    Development -
    (3/3) Viability: Very red and very rare.
    (3/3) Balance: Strong stuff, but low toughness for its cost - Lightning Bolt range, in fact.

    Creativity -
    (2/3) Uniqueness: Obviously some precedent, but a unique combination.
    (3/3) Flavor: Good stuff.

    Polish -
    (2/3) Quality: D in dilemma isn't capitalized. "Opponent" should be "player".
    (2/2) *Main Challenge: Good.
    (2/2) Subchallenges: Monocolor creature.

    Total: 22.5/25
    Design -
    (2/3) Appeal: Timmy and Johnny both like the scale of the effect. Spike's not really into it; equalizing wheels just aren't competitive when you have to pay a bunch of mana into them.
    (3/3) Elegance: Nicely elegant, especially for a join forces card.

    Development -
    (3/3) Viability: Color and rarity are right.
    (3/3) Balance: More than fair. Could probably even stand to cost less.

    Creativity -
    (1/3) Uniqueness: Minds Aglow, but a wheel.
    (3/3) Flavor: This card stands out in flavor terms. The flavor text is nonsense words but excels in atmosphere.

    Polish -
    (2.5/3) Quality: Missing a period.
    (2/2) *Main Challenge: Good.
    (1/2) Subchallenges: Monocolor sorcery.

    Unfortunately, first impressions are really important, and a lot of people's impressions of Kamigawa and Mirrodin were tinted by the power level. It's not coincidental that most people's favorite planes - Ravnica, Zendikar, Innistrad - had smash-hit introduction sets that provided balanced but powerful and unique cards for multiple formats.

    Kamigawa and Lorwyn also have flavor problems that need to be addressed, the former with the look of the kami themselves (people were as tired of them at the time as they were as the samey-looking Eldrazi of BFZ block) and the latter with the polarizing storybook look of Lorwyn block proper and the sheer dissonant bizarreness of the Eventide version of Shadowmoor.

    My thoughts;

    In general things are not set in stone, I have seen Maro change planes around depending how player have been reacting. Dominaria used to be a 4 because of the issue of finding an identity for it, but after finding its new identity as "History world" and how well people like Dominara (card set) its now a 1. This also Maro option based on design so creative may view things differnt and what plans they have for the storyline.

    Alara- One of my favorite planes I'm sad to see it so high, but I think when we see a shard set again its gonna most likely be Alara. I also know the shards now one plane is less interesting than then apart but I think there are plenty of way the story could fix that.

    Amonkhet- This forum have already talked to death about how we could return so its possible and it seems like it pretty well received.

    Ixalan- I'm happy Ixalan is at a 4, I loved the world and I love tribal. And with how good Innistrad found balance in being "tribal sets" I think Ixalan issues could be fixed on a return.

    New Phyrexia- From his comment I think we won't see a full return but somehow them invading another plane so its not pure New Phyrexia flavor. Makes me think Karn plan to blow them up will end up helping them somehow.

    Regatha/ Vyrn- I kinda hope we see these plane someday, simple because they are so bare it would be nice to have them fleshed out more.

    Theros/Tarkir- I will bet these are the next worlds we return to, they seem really popular and are in the right time period after Milk to return.
    I feel almost exactly the same way. Regatha and Vryn are gimmes for """""return""""" worlds (as much as a 1/10th segment of Magic Origins is anything to return to) - they both have identifiable flavor hooks and the storyline ties are there, and the non-return part is mechanical, which R&D has to make from scratch for every new world anyway. These are just new planes (which in general have to be considered a 0 on the Rabiah scale) with an easier job for Creative.

    I also bet Theros gets returned to before Tarkir, both because it was released first and because there's a huge, obvious plot hook with Ajani wanting to resurrect Elspeth and make war on the Gods.

    Simic Elemental is, bluntly, absurd. Man-O'-War would still be one of the best Limited cards in a set if reprinted today. It might even see Constructed play if a blue tempo deck were supported. That, but for 1GU and as a 3/4, would easily be the best creature in a set. That but more flexible still by allowing you to put the counter on any creature is just icing on the cake made entirely of icing. That and it has two useful modes for one mana would make it just unholy.

    Selesnya Elemental is fine; the full mode, without building around, is 2GW for a 3/3 and two 1/1s, which is fair at rare for Limited and might not even make a Constructed splash. If you're going to use a one-off populate without keywording it, I guess this is the place to use it.
