This is exactly what my deck looks like except I run +1 Tribe and -1 Sphinx. Otherwise they are identical. It's a very strong build... I have no idea what those guys are talking about

Patrick Chapin, a pro player. Most non-artist sigs on JTMS are by Chapin because he was really big on the card a few years ago. I doubt he signs many now considering they have way more value.

"Best" is relative to the player I guess, but basically if you want free rein to mess around in 5 colors it's this or Progenitus and one is a wrath effect!
a) Buyer is honest and not trying to actually scam $10
b) You forgot to tape the toploader shut
c) The card slipped out of the toploader and moved to the edge of the envelope
d) The buyer carelessly opened the end of the envelope with the card in it
If all of those assumed things happened, you as the seller would be at fault because it's your responsibility to make sure the item arrives safely. There's a difference between dog proofing something and letting a card roam free bird in an envelope cross country.
Now, not laying any blame, those are just devil's advocate assumptions.
In either case of the above being true or this guy is trying to pull a $10 scam, you should refund the guy and apologize profusely. This is customer service 101. $10 isn't worth a negative feedback or getting added to someone's blocked list. As any business does, lay down for whatever the small people want and save your fights for the big stuff.
I would also start using a blocked bidders list if you haven't already. There's a lot of buyers on eBay who are going to cause you problems. Being in business means the customer is always right. Fortunately for an eBay seller, you get to make sure they are right only once.

Something to consider is that MTG has been snowballing in popularity over the past few years. Any reprints we see will be to quench the needs of not just the players who are looking for cheaper prices or extra copies but also the massive amount of new players that have been looking to get in on the action in the first place. Much of the audience for Modern Masters weren't playing the Modern format when it was introduced, nor were they around when any of the cards here were in standard in the first place.
Every time supply is increased for a sought-after product, it opens up a window for even more demand. A good example of this is the player who buys a few boxes of MM, opens 2 Tarmogoyfs and is now looking for another pair to complete his set.

Obviously not the same card, but it looks like the seller has taken pictures for all his items himself. I'd bet he has multiples, took pics of the best one and sent the worst one. I'd ding him for that and if you want the card pictured or a discount to definitely get started on a PM soon. I wouldn't open case until he is being uncooperative because jumping the gun on that will almost always upset the seller to the point where they are only helping you reluctantly. Personally, I would just ask for a discount. These kinds of guys I don't want to spend more time on hoping that they use a toploader for the next shipment.

What are you talking about? Uldan said it was SP+ but worth NM- prices. That directly contradicts what you said about it being only as good as it's entirety and coincides with buying a card that has a NM front and a worse back.
99.9% is a pretty tall order. Having bought, sold, and personally verified several pieces of power with bad fronts and very nice backs I don't believe that number is accurate at all.

Terese Nielsen actively signs through the mail (with a speedy turnaround time) so essentially no, but a lot of competitive players (who are the kind of people interested in a Choke) wouldn't go that route anyways, so you possibly could get a premium from the right guy that's wants a more or less pimp version.
Italian cards are rare but their demand is so low that everything is worth less than the English version. Much less or a little less are related to the card. In this case, probably much less. (But that's what, much less on a $2 price tag?) Sorry
