Ashnod's altar - Trophy mage and Whir of Invention can find it. A couple of cards will mill yourself (such as Satyr Wayfinder) and then you have a couple of recursion options.
On a $100 budget, you don't have too many options in straight up tutors. Even Fabricate is $3-4.
If you want more graveyard recursion for artifacts though, there are a good number of options, white is really good at recurring artifacts (and some can also recur enchantments if needed), and there are plenty of green cards that just straight up get any card back to your hand. Argivian Find is the most efficient. Trusty Packbeast is an ETB and can be recurred with Sun Titan and Reveillark. Restoration Specialist can get both an artifact + enchantment, and again passes Sun Titan and Reveillark.
Regrowth is excellent, and actually I'm not sure why I don't have it in my deck... Most of green's creatures that do graveyard recursion usually only get lands or creatures though (ewitness is an exception which is partially why it's so expensive), so you'd have to go to instant/sorcery cards to get artifacts back. Those are also high CMC and high impact cards (e.g. Wildest Dreams, Seasons Past, etc.), but they will do the job.
As for a budget increase to $200, I don't have enough time to really explore that, but once you hit $200 you can start adding some more $3-10 staples. For example Gilded Lotus is a nice thing to untap. Green Sun's Zenith. Or you can throw out the weakest lands and start replacing them with more decent duals. Basically if it improves your mana base, or is an efficient ETB creature, or tutors, or good synergy with untapping, it's in consideration.
So I've been having some trouble with this budget build, namely in closing out games. I have a bunch of cards that kill things but nothing that just finishes the game quickly. The good ones like Purphoros and Craterhoof Behemoth have gotten too expensive for the deck.
One combo I was thinking of was Melira + Murderous Redcap, which used to be a common combo in modern and pops up in some prossh decks I've played against. With hulk unbanned he can fetch both parts too. I also have Puppeteer clique in the deck to give more value to melira, although sadly woodfall primus is a bit too expensive.
1) Play more lands and ramp. Rule of thumb is that 50 cards in your deck should be dedicated to lands or ramp. Right now I count 46 for you (36 lands, 10 ramp). especially since maze of ith doesn't make mana. And replace Dimir keyrune, it sucks, your deck is not interested in a 2/2 unblockable creature.
2) More tutors like demonic tutor.
3) Find room for low CMC card draw like painful truths and fact or fiction.
Not sure what to make for your cuts. You just need more games to figure out what cards underperform.

Nothing very good for Talrand. It's a tribal set, but Talrand isn't really a tribal deck (despite making drake tokens).
IXALAN
**Chart a course - Super budget and unexciting, but OK.
**Entrancing Melody - Sorcery that can gain control of a creature, but seems kind of mana intensive unless you're stealing a tiny dude. At CMC=3 or higher it's just better to play Treachery, so the bar is pretty high.
***Search for Azcanta /// Azcanta, the Sunken Ruin - Not an instant or sorcery, and the front side is not that exciting, but it transforms fairly quickly and its back side can make mana and get you a nice card for a fair price. Would require testing but I don't think it'll be super broken.
**primal Amulet /// Primal Wellspring - 4-CMC is fairly high, and the flip side is not super exciting in Talrand which is a deck that relies mostly on cheap, dorky instants and sorceries. It is nice to copy something like Time Warp, but that's pretty magical christmasland kind of scenario.
RIVALS OF IXALAN
****Flood of Recollection - 2-mana get back almost anything from the graveyard is sweet, even if this exiles itself.
***Nezahal, Primal Tide - Could be interesting as a polymorph target, depending on whether I have budget problems.
**Silent Gravestone - If you need a graveyard hate card that is more than just a one-shot ability (vs Tormod's Crypt or Relic of Progenitus) this could see value. This does hurt a few cards in the deck but shouldn't be that bad.
