The best I can find in this card is, that it would fit verry well in a monoblue controlldeck (with counters and that stuff) since you can play it for 1 when you have the mana and at some end of tun when there was nothing worth countering you can then activate it.
This is what I was thinking, it's fantastic for draw-go, especially a deck that has the blue leyline. And just about any control deck is going to be running sweepers, so this is just extra removal for single threats that you don't want to waste a sweeper on. Or if you're out. Also, good for stopping resilient creatures like sprouting thrinax or the new ooze.
Agreed that it's not going to be in many maindecks pre-rotation. But I do see it being a solid sideboard, and I'm guessing there will be a few decks that can run it main effectively.
