Azami, Lady of Scrolls doesn't seem that great here since you only have 1 wizard in your whole deck aside from your general and both of those wizards already tap to draw you cards themselves.
She's in there to make people waste big spells on her instead of more important things. People tend to freak out just hearing her name, so she's perfect as bait.
Considering those are the most expensive cards in the deck and you can pick each of them up for less than $20 a piece, I consider that budget. But I can see your reasoning.

Consider getting those, Windfall or Wheel of Fortune while those are in play (w/Niv Mizzet) is beautiful. Grip of Chaos is also wonderful fun.
While those are chaotic, they're really high cost and not fun like you think they are. They also cause their owner to lose control of the game, which you never want.
I built a "Chaos" deck a few months ago, and I've noticed that it tends to make games take around 3 hours longer than normal. Imagine that being your first round in a tournament! And guess what, it actually wins!
This deck falls into a small budget range, making it available for almost anyone to build.
Urborg, Tomb of Yawgmoth + Shimmer. If s player gets rid of Shimmer, none of the phased lands come back because they no longer have phasing. This has been argued about because during Phasing, the lands technically aren't supposed to exist anyway, so and state based effects aren't supposed to affect them.
An Azusa, Lost but Seeking beatdown deck with a couple recursion cards is actually pretty good. Whenever I play it online people say I'm too competitive even though there's not really any high value cards in it.
When I got introduced to it, I built 6 decks, all average strength, and had everyone roll dice to see which deck they were getting. Its a great way of making everyone feel that the playing field is even.
Then, after everyone's comfortable with the format they'll usually go ahead and make their own decks to play with and you can start doing things that way.
The guy around me has a dollar box full of $1 rares. Its all cards that he's either too lazy to sort, or that he has more than 8 of in the books. A friend of mine pulled 3 Natural Order from there and got $20 a piece for them at another shop. So getting extras of what I need isn't hard.

Crucible of Worlds + Strip Mine + Azusa, Lost but Seeking should be game over. Even more so if you've got Oracle of Mul Daya out too, maybe even Exploration and Rites of Flourishing.
And of course the really good landfall guys. Avenger of Zendikar, Rampaging Baloths, Lotus Cobra, and Seer's Sundial.
