I do think these are balanced, and the scroll guy might even be weak. Both are a little overcomplicated.
If I have a bunch of minion tokens that all have different power and toughness, it could get difficult to remember which one is which. I don't like Kalitas, Bloodchief of Ghet for that reason.
Scroll Burner is flavorful, but it sure seems like a lot of work just to draw some cards and take some damage. How about this:
Scroll Burner1UR
Creature - Human Wizard
Whenever you cast a sorcery or instant spell, you may draw a card. If you do, discard a card and ~ deals 2 damage to you.

Anyways, there's nothing particularly bad about either of these cards, and both seem like good ideas that are just a little overdone. I would like to see them more streamlined.

Search your library for a card, then shuffle your library and put that card on top.
If WUBRG was spent to cast ~, take an extra turn after this one.
That's a perfect mechanic for a cycle of 4C rares or mythics. However, you're right that the ability to chain these is potentially a problem. Also, this card sucks if you don't pay all five colors. Maybe it's better to replace the first effect with something different.
How about ditching the third ability and changing the second one to this: "Whenever ~ would deal combat damage to an opponent, it deals that much combat damage to each of your opponents instead."

Play with the top card of your library revealed.
:symtap:: If the top card of your library is an instant or sorcery card with converted mana cost 2 or less, you may cast it without paying its mana cost.

I also like the idea of making it work like Garruk's Horde.
Enryi of the Firemind :2mana::symu::symr:
Legendary Creature - Human Wizard
Each of ~'s abilities cost less to play for each Instant and Sorcery spell in your graveyard.
:xmana::xmana::symur:: Search your library for an instant or sorcery spell with converted mana cost X or less. You may cast it without paying its mana cost. Shuffle your library afterwords.
:15mana::symu::symr:: You may cast any number of instant or sorcery spells from your graveyard without paying their mana costs. Exile each instant and sorcery card in your graveyard.

So, I play a deck with almost all instants and sorceries. Turn 5, I Traumatize myself. Turn 6, cast this guy and use his "ultimate" right away. Easy win. With in the cost of his abilities, it would be harder (although still possible) to pull this off. It just seems a little too all-or-nothing.

Multikicker - Sacrifice a permanent.
Each opponent sacrifices a permanent for each time ~ was kicked.
I actually think Sylvan Scrying and Plummet would work fine as hybrid cards. However, in this case I agree with k-rad's point. Maybe red could get a card like Call of Combat if there's some set-specific reason to do a color bleed. Maybe. Otherwise, it should just be green.
The other three cards are basically fine, and all four are appropriately costed. The spore guy is a slight color bleed also, but I'm ok with it. The Gargoyle should probably have flying for flavor reasons.
It doesn't need any wording changes, it just needs to go into an Un-set, because in a tournament setting the risk of accidentally revealing cards other than the top one could be a problem. Oh, and also I think it should be red rather than blue.
Infer seems like a fine mechanic for a set where you're pushing monocolor. It would have worked well in Shadowmoor for the same reasons that Conspire did.
I do have a couple of suggestions for it, but they are relatively minor:
1) I would pick a different name for it. I don't have a good idea off the top of my head, but "Infer" has no obvious connection to the mechanic itself.
2) It needs to only work when the permanent is untapped. You could achieve this either by putting "only if ~ is untapped" in the reminder text, or by making it an ability word. I would prefer the latter solution, as that allows you to put it on abilities that have activation costs besides (or in addition to) tapping.
Land-Sword Thing is pretty cool. You may wish to note, if you haven't already, that making it lose all types does not remove its ability to tap for mana. I think the activation could stand to cost and still be useful, although I don't think it's broken at :3mana:.
It is difficult to come up with a good name for a card like that. I'm drawing a blank.
I think Trampled Monolith could cost :2mana:. Tapping a creature with 5 power is a huge cost. Even if you get one out quickly, you would probably rather just attack with it. Elaborate combos seem like an inconsistent way to get this working, and you still have to have something good to do with the mana.

Whenever ~ blocks a creature, reveal a card at random from your hand. If it's a nonland card, you may cast it without paying its mana cost.

It might be a little overpowered, but not that much. I'd worry less about the power level and more about the fact that most people will not find this card fun. Sitting around for two turns doing nothing is not a good gaming experience.

Alternately:
Infer - Whenever you cast a spell that shares a color with this, you may [do something]. If you do, [do something else].
