All sanctioned tournaments count. Now retailers can run casual events with a 0k event rating than are more just keeping track of players that play at a store, and those 0k casual events do not count towards MPR
considering from the pics of the uncut sheets given out at gencon, each FTV uncut has 8 complete sets on one sheet, so I would expect if you could find a buyer that those would go quite a pretty penny.
I'm pretty sure his description says cards if I read right, in which case he has an obligation to send you all 4, or you can always file a complaint with ebay
As far as I know almost all sealed product is worth more than whats in it, especially with older sets where there is only a few chase cards per set. Unless you open some amazing packs I would think it would be better to keep them sealed.
Can you make it so there is an option to not have foils? That small percentage actually makes a large difference sometimes when the foil is a bomb. This would make testing the set much more the way it was designed to play IMHO
The foundry over sureblade was a pick thought about for a long time. I was very happy with the foundry in the end because of the picks that came after (thresher and hulk). Also the deck seemed very tempo based which is why I took knight over mask.

14. Spectator and Press Responsibilities
Spectators are expected to remain silent during matches and are not permitted to communicate with players in any way while matches are in progress. Players may request that a spectator not observe their matches. All such requests must be made through a Judge.
Spectators and members of the press who believe they have observed rules violations should inform a Judge, but must not interfere with the match.
At the PTQs I get to attend, and also most of the larger events run by that organizer, they make it so that Swiss standings at the end of the final round determine prizes and the playoff is for the PT invite or trophy. At PTQs you don't really notice a difference because if your going your generally playing for the invite, but at States etc. it almost always leads to less IDs because the prize is worth more to the players than the pride of winning the event. Even with last years State Champ getting free constructed PTQs there were less draws. Why don't you try that as a solution locally and see if it works for you. At FNMs you can Top 8 for the FNM cards only and do packs based on Swiss.

Also on the case of bribery, the reason they do that is because it hurts the integrity of the event. You can argue that IDs also hurt the integrity, but bribery is a bigger problem because there is a possibility someone could simply buy their way to winning a tournament.
The new prerelease system is in place to do exactly what you said it is doing, and that is getting more business to local shop owners. Shop owners for years complained about the fact that they lost business to larger prereleases and then sold less product during their own release tournaments, this was made to help them. Yes, it has had some negative consequences because of a few shop owners who make bad decisions, but players who report those to the DCI will help clean up the program to make it more enjoyable for everyone.
It isn't totally random. There is a fixed pattern regarding rares, so yes it is quite possible (with some margin of error) to tell the other contents of a box just from opening a couple of packs.
Some sites used to carry a "rare-run" list (MTGNews, for example). I don't know about who does it these days.
The rares are printed and cut on sheets, with certain cards in certain places on the sheets, and because the process is automated, all the cards get put into boosters in the same order. The boosters then get mixed as far as I know, although how thoroughly I'm not sure, so its hard to tell exactly what will come in a box, but it is usually pretty random. Also, the rare-run used to be able to be compiled from opening starters, because they were packaged with 3 rares from the same section off the printed sheet, Wizards has been differing how they package cards to make it harder to tell what the print run on certain rarities is.
And yes, because they are printed in sheets, with the same number of each card on the sheet, there will be an equal number of all rares, with a caveat on the pre-con rares, because they are printed exclusively for the pre-cons as well as on the normal sheet.
However, that deal is one SET of Dragons per case ordered. I was under the impression that the 2/4/6 allocation to premier stores is cases of sets, meaning stores can get 12/24/36 boxes.
Of course I can't see how a store would want to be Gold level. The crap you are forced to carry and promote is ridiculous. Maplestory? Eye of Judgment? Sounds like WotC tells you that if you want to be a gold level store, you have to enter a contract that guarantees you will lose money.
My store has told customers that they can order 2/4/6 sets, thats 1 set of 15 dragons, based on their tier level. Also, Wizards tiers, when first announced anyway, was based upon the amount of product order from 3 categories, cards, minis, and books (such as D&D guides, etc.) If thats still the way it works your story doesn't have to carry Maplestory or EoJ if they don't want to.
I know that at my prerelease they treat it as a casual event and the payouts reflect that. they are very flat with teams with perfect records getting 10 packs each (20 for 2HG perfect records) and 5 packs until they run out of product (10 packs per team for 2HG). Almost all the pods are 5 rounds, it means that for the most part you get packs if you have a winning record, and with pack rounds, you can win something even if you win only that one round, albeit only one pack.
A lot of the time the inspectors stop you because they think you look suspicious rather than anything else. If you look different than what they consider normal, and happen to have something that shows up as a blob of something in your bag, they may stop you just for that. My ex-girlfriend had blue hair, and traveled all the time, and almost every time they stopped her for inspection, just because she looked different.
