GREEN -
Elves in prehistoric times? Maybe, perhaps they are more advanced than all the ape-like humans, but it would make sense to save the "smart" race for blue.
You could keep up the current trend of humanoids, like the snake-tribe, but personally I think it'd be cooler to make green almost all beast-like creatures and animals, and of course Dinosaurs, perhaps with a few (legendary?) exceptions.
RED -
Seems a perfect place for goblin tribes, but perhaps that's a bit too obvious.
I'd go with Dinosaurfolk (aka lizardmen).
WHITE -
I agree, plainsfolk.
BLACK -
Plainsfolk gone evil? Evil ratfolk (or other humanoid) race that subsequently went extinct?
BLUE -
Well, they should be smart, right? Aliens? heh.
They are definitely costed too cheap. Removing a card from the game instead of putting it into your graveyard normally isn't a big penalty, but being able to cast a spell for 3 mana, or a better version of it if you happen to have a couple extra mana availiable, is a great bonus.
These would look safer to me:
Explosive Sands :3mana::symr:
Sorcery
Destroy target land
Final Cast :2mana::symr: (you may copy this spell as it is being played for its final cast cost. if you do, remove the card from the game.)

Even those are good (but you did say it was Rare).
Compare to Apoc's Dwarven Landslide, and also to Rain of Salt!
