As of today they are out of Extended. That means the only constructed formats they are legal in are Legacy and Vintage which have far better options (the original duals). The shocks aren't completely worthless, but they have fallen and will continue to fall over the next few months unless they are reprinted in a Standard set or WotC creates a new format in which they are legal.
For what it's worth, I hope to get a complete playset (40) and plan to buy them when they hit $3 to $5 each. I think that's about the lowest they would go, because they are good in casual decks, if nothing else.

I would take their pile easily. The only money cards in your pile are Stifle and Chrome Mox (to a lesser extent Tombstalker), and foil ZEN / Unhinged lands are always in high demand it seems.
I feel that Zen basic lands would go down if the RoE basic lands are full-art as well.
M14 - C. Meh. Too much durdling.
DGM/GTC/RTR - A-. DGM was quite crappy but it meant we got to draft all ten guilds, although Dimir was an embarrassment.
3x GTC - C+. Did not seem like it was meant to be drafted for a long period of time. Average
3x RTR - A-. Fun and well balanced format, all 5 guilds were playable.
3x AVR - D-. Overpowered cards with little removal, how about I spend the draft entry fee on the lottery instead?
ISD/ISD/DKA - B+. A small crappy set did not improve upon the awesome foundation.
3x ISD/ISD/ISD - A. Awesome draft, given the interesting playable archetypes that existed.
Pack 1? I don't want to know the rest of the draft...

Full-art foil lands are rare, I think only Unhinged has full-art foil lands apart from Zendikar.
