I like this type of effect in UR since those colors seem the most willing to sacrifice card quality for card advantage. Letting your opponent choose is an interesting way to reduce the price-tag of doing more stuff. I had a similar thought a while ago and also put it in UR:

Oh right. There is a bit of art that this idea came from. I was going to post a render, but I can't seem to find artist credit. Would it feel better as an elf or treefolk? I think the ability itself fits BGW nicely. I wouldn't mind giving it a more traditional shell, though. How about a Centar or Fungus?

A BGW faerie tricksters who's bargains are always one sided. Can be used for table politics, or as a creature people are loath to kill. Can be used to destroy your opponents pesky permanents, at the cost of giving them back a card, or it can allow you to get back cards at the cost of destroying one of your own permanents. Mainly looking for wording help, as I'm not sure it's entirely clear at this point.
Another version: (again, not confident about the wording.)
"When ~ enters the battlefield or dies, you may exile target (nonland? noncreature?) permanent. If you do, the owner of the exiled card may return a card from his or her graveyard to to his or her hand."
This started out as just three malicious ideas, but ended up attaching each of them to a creature.
For the ultimate "super pest" try combining the body of #1 with the malicious ability from number #3
