As players observing a competitive REL game we were previously encouraged to stop the game and call a judge if we saw players miss triggers (or point out mandatory ones as they happened? not sure if we were actually supposed to do that). Are we now not supposed to say anything if a trigger is missed?
I'm not a judge, so I'm just looking how this affects me as a player or someone watching a match after my own round finishes.
Assuming you were to pause the match and call a judge, the judge would say "okay, we don't step in for that. Hey, players, continue the game, nevermind." - you can't tell the players why you're stopping them anyway.
So the real answer is: once players learn of this rule, they shouldn't call a judge over this.
The frames are fairly distinctive - not all Phyrexian mana symbols appear on a card with a colored frame, but all color indicators do appear on a card with an appropriately colored frame (except Huntsmaster, which is the same colors on both sides). If you see colors well, you likely don't even notice how distinctive the frames are aside from color; the people with various degrees of color-blindness I've seen weigh in on this don't have a problem with telling the cards' color.
But imagine trying to cram two, three, or five (four-color? heehee) mana symbols into that little circle. :x
without mentioning that gatherer plain doesn't work in a version that's not english... (It tries to search for spanish names here and fails because they aren't indexed, I believe)
The translators should be fixing that to work correctly; if they aren't, we'll discuss that.

Wasn't judgement spoiled early because they wanted a simultaneous online release? As such it ended up having a meta-game attached to it when it was released,
It did; also, New Phyrexia sales took a serious hit initially. Overall, it made it up, but the initial hit to sales hurts the stores that depend on somewhat-unreasonably hyped up players at release and *especially* stores that depended on the prerelease numbers to have a large M12 prerelease - luckily, WotC considered the NPH debacle when assigning product allocation for M12, and didn't punish stores for low turnout.
So does this mean that you are not going to be writing any more CI articles in the future?
I'm still the project lead for Cranial Insertion, and still writing. We just have our own site now. We'll have a reminder posted here next week, but that's our 7th anniversary and the first week we're posting exclusively at the new site.

In regards to the first Splinter Twin question, I take it there is an assumption that the splinter twin is enchanted on something that has a CMC of 3 that wasnt listed in the question/answer?
Yup! >_> In general, the mana cost and thus CMC is copied, which is the answer; in the specific situation that you're going to see when the question comes up, that CMC is 3 (Modern decks with Pestermite or Deceiver Exarch, what else would it be? ). Perhaps the joke is too subtle...

Never assume that any match - even feature matches with a "table judge" or matches on film - will be treated any differently than an ordinary match.

One thing we forgot to note: This makes translations FANTASTICALLY easier - our translators no longer need to track down a host who can do a schedule etc etc - and so hopefully we can bump up the number of translations again!
