Um, is this guy for real or is he just trolling everyone? Oust is not removal, it's an improved Time Ebb/Excommunicate. Last I checked, neither of those have seen any constructed play. Oust being 2 mana cheaper may see it into constructed when those two cards didn't make it, but it's certainly not removal.
Circu is far from useless in Sealed IMO. If he dropped on the other side of me, I'd be sweating bricks - even without multiple copies of a single card, Circu can easily mill away your bombs and answers, and it's not like you can Dredge them back into play either.
He can also easily mill away excess lands and let you access your bombs when you wouldn't have otherwise.
When you've got a UB card that mills for 10, that's when its rediculous - you can't top 11 cards down. If they trade their top, they will never cast top again.
Huh? This guy will trigger (twice) before the milling card resolves, allowing the player to Top twice to ensure their important cards on top aren't removed from the game. Yes, those cards will still be milled away, but that would happen regardless of this creature, and at least they can still be played.
Masques may have had terrible rares, but it had solid commons and uncommons. And Kamigawa? You get Horizon Seed.
Going back a few pages because I just started reading this...I sure hope you realize that picking on what is likely the worst card in the block isn't much of a way of arguing that the commons and uncommons suck.
Sample list of Kamigawa block commons and uncommons that certainly do not suck: Sakura-Tribe Elder, Kodama's Reach, Sensei's Divining Top, Hand of Honor, Hand of Cruelty, Hideous Laughter, Hinder.
Uh, that's just plain wrong. Birds are useful in both Legacy (Survival decks) and Extended (Rock, various multi-color combo decks).
