So I guess my question is, where do you see the deck belonging along the competitive slope? In my experience Sharuum doesn't keep up with a lot of other competitive decks.
I build my decks so that they have multiple ways to close out a game. Sometimes it's beat-down in the red zone, sometimes its a grind, and sometimes its an explosive play such as resolving a combo. One thing that I try to avoid is playing a combo early as I find that unsatisfying.
Even my mid-range angel beatdown deck has an infinite combo as an alternate win condition which doesn't involve attacking.
Have you thought about flickering Toothy? He would leave play adding his draw trigger onto the stack, and then return to the battlefield before it resolves. Then you would resolve the trigger to draw cards and put the counters back onto him immediately.

I dislike random effects that make the game take forever or remove all strategy. I'll either go for a hard disenchant, or scoop and move to another table if other players are waiting for a fourth. Just not my idea of fun.
A first draft of a deck designed to disrupt combo decks while also utilizing those delaying permanents to draw additional cards and power up a voltron win. I've tried to prioritize low mana costs, card draw, and removal/stack interaction where possible. Probably weak again mid-range in it's current form.
Suggestions are welcomed for either inclusions or cuts. I've also built the deck with budget constraints in mind. I have no doubt that opening up the wallet more would strengthen the deck, but I wanted to get a baseline before considering much deeper investments.
Braid of Fire does however. Lets you dump your instants during your upkeep for the free mana.
Edit: Zada, Hedron Grinder could be good in the 99 as well.
