Ok thanks for all the great advice I dropped to 26 lands cutting 1 ghost quarter and the guildgates replacing the guildgates with basics. I tried gloom surgeon but lost too much card advantage against aggro, If I do ever put a creature in here it would be Snapcaster Mage. I went with 2 mutilates instead and have been very happy with the results played 5 matches with it and won 2-0 all but 1 game witch was 1-2. I lost to a UBr delver and it was close all 3 games. The new deck list is as follows.
So this is the U/B Control list i have been running as you can see it mills and I know "MILL IS USELESS< MILL CAN'T WIN" etc. That is not constructive criticism and please don't waist time for anyone who want's to work on this deck and tune it.
I don't run creatures because of spot removal, it's funny how much that will win games alone just because their hand is full of removal. Basically the deck plays draw go for the first 3-4 turns then it starts to drop PW's to pull attention from the player. Lots of draw, I love the fact that my hand is usually full of answers and really this deck drags the game out to a war of attrition, which it usually wins! Biggest game one problems are RDW, Zombies, and Reanimator. Other decks are easy wins usually hold the insane draws on their side with a really bad draw on yours.

@Neliz i hadn't thought of him, most games I've played he wouldn't be that big honestly, i just ditch late game mana dorks to Scarblade to kill thing like Olivia before they get big, and since it's -x/-x it gets around indestructibility.
Abrupt Decay could only be better if it was an Elf! Any game where it is relevant I put in the 2 others from the board, and you would be surprised how often that is. This is a format run by three drops or less after all!
So this is what I've been testing and it is at 12-6-0 on Cockatrice. I must say I am impressed I like this deck a lot! I had 4 of my wins with rage quits and no game 2. Most notable matches for improvement are RDW, Valakut, and I faced a red/black blightning burn that was rough. Regular Elves can be scary if they drop a champion and swing but not much of a problem after I added the Lys Alana Scarblade repeatable removal is sweet! Any way let me know what you guys think!

The chancery and deprive are cards I use to help my topdeck with halimer, you may laugh until you see how well it helps me dig. Ghost quarter and path together can make a cosi's a big girl, even without the lords. I feel Grimoire thief is MVP in a lot of match ups for her disruption and intimidation to the opponent on what she has hidden and could stop leading them to make sub par plays trying to fish the counter out of her. My sideboard is tuned to my meta so I didn't post it. I take this to FNM and pull in top 3 usually.

First of all nice start, I love the idea of this deck! I personally would go a little more black like only 2-3 Lightning Bolt and Stromkirk Noble. Mainly to add Vampire Nocturnus, I'm not sure why he was overlooked.
