Not really sure about wizard printing common level charms. Given it's versatility and ability to be useful in almost all types of dimir decks, this is way too good. Maybe at an increased cost with slightly better effects and at uncommon. 5/10

Counter target spell that targets a creature with haste you control.
Honeslty, this could be fine as a common given how narrow it is. I suppose it's fine as a card but it would never see print. 5/10
Jace, Guildpact Embodied (Mythic)
Legendary Creature - Human Wizard
(This card is all colors even if it isn't in play.)
Rather than pay the mana cost for a spell, it's controller may discard a card with the same mana cost as that spell. (Mana costs include color.)
At the beginning of your upkeep, look at the top card of target player's library. You may put that card on the bottom of his or her library.
This is a very narrow card in terms of the first ability as in it will only work in certain scenarios: most of the time it does nothing at all. When it does, it's insane. Over powered insane.
The second ability is also very good.
Drawbacks: Dies to almost all removal. I don't think that this drawback is big enough because of the fact that you can use its ability the turn you cast it. So ideally yould wait until you had the mana and spells, then cheat in your 8 CMC+ spells. Needs more drawbacks.
Also: Doesn't really feel like jace.
