If two players want to play the card, then in turn order each player may bid mana. The bidding ends if the high bid stands. The highest bidder must spend that much additional mana to play the spell.
Garrugavec seems pretty good, and he seems pretty balanced because he needs to take a break in between attacks, but this gives him an uncommon source of evasion.
I liked the Zombie card, as he would be great with Buried Alive. I could easily see him getting recognition in zombie decks.
Is the last part of (Wrong!) supposed to be "Otherwise add it to your hand and copy ~. ? If so, I would think it to be way to unbalanced. You could easily snag 5 cards this way, and maybe even more if you are lucky. Also cards like Wizened Snitches make that card useless, because when you put the cards back on top, your opponent still is allowed to see it, essentially destroying the card's effect.

You may sacrifice an Island or Mountain instead of playing Flathernut's mana cost.
Whenever you draw a card, you may reveal it. If it's cardname is Flathernut, you may put that card into play under your control. The goblins soon learned that Flathernuts are notorious for their ability to congregate...quickly.
