4.2 Tournament Shortcuts
A tournament shortcut is an action taken by players to skip parts of the technical play sequence without explicitly announcing them. Tournament shortcuts are essential for the smooth play of a game, as they allow players to play in a clear fashion without getting bogged down in the minutia of the rules. Most tournament shortcuts involve skipping one or more priority passes to the mutual understanding of all players; if a player wishes to demonstrate or use a new tournament shortcut entailing any number of priority passes, he or she must be clear where the game state will end up as part of the request.
A player may interrupt a tournament shortcut by explaining how he or she is deviating from it or at which point in the middle he or she wishes to take an action. If the players are confused by the use of a tournament shortcut, they should be backed up to the beginning of the shortcut and no penalty should be issued (though they should be reminded to play more clearly). A player is not allowed to use a previously undeclared tournament shortcut, or to modify an in-use tournament shortcut without announcing the modification, in order to create ambiguity in the game.
A player may not request priority and take no action with it. If a player decides he or she does not wish to do anything, the request is nullified and priority is returned to the player that originally had it.
Certain conventional tournament shortcuts used in Magic are detailed below. If a player wishes to deviate from these, he or she should be explicit about doing so. Note that some of these are exceptions to the policy above in that they do cause non-explicit priority passes.

saying i pump bolth my leeches with out ordering or labeling them, this is not a shortcut, its a play mistake. and if you choose to call it a shortcut, with out the other persons knowing its a short cut, it is cheating.
if you did not confirm these actions as a short cut the game does not assume that when adding objects to the stack, that priority is passed.
the comprules state.
115.3b The active player receives priority after a spell or ability (other than a mana ability) resolves.
115.3c If a player has priority when he or she casts a spell, activates an ability, or takes a special
action, that player receives priority afterward.
if you do not explain or request a short cut, there is none.
and the game assumes you have pumped one in responce to the other.
like having 2 object with an abilty that states (tap this object; tap target creature)
and you tap bolth at the sametime then choose your 2 targets, you stacked them.
if a player asks you to play and announce idependent actions individuality, you have to.
so yes players can deny shortcuts.
As far as I know, yes you can say "Right, I'm gonna tap devoted druid for mana, then untap it & put a -1/-1 counter on it, then I'm going to use that mana to remove the counter and give quillspike +3/+3 until EOT, then repeat this until its a X/X." I had someone do that to me at a regional last year. Then when I said no responses (and had him explain exactly what he was doing), he used a spell to burn me to the face for 31. However, if he'd wanted to, that could have been thirty million and one... man I wish I'd drawn that terminate.
this is off topic but you cant create any extra amounts of mana with quillspike and devoted druid, you can pump him X amount of times, X being the chosen number stated after the other players understands said actions, but theres in no extra mana created in this process, so im not sure how he could use a burn spell to hit you for 31....
just saying....

i keep reading threads where people are trying to use the standered short cut and the part about backing up to their advantage.
1st, i would like to point out, that would be called cheating.
expressing any type of false information about and during the game is considered cheating. (information being the types defined, by the DCI rules)
here an example of how the rule works.
lets say im playing a boros deck, its turn 4 and i have not played a land yet.
so i play a Arid Mesa , i use it to search out a land, then play Ranger of Eos, fetching out 2 1cc creatures, now the correct order should be step 1-fetch land, 2-shuffle, 3-preseant deck, then 4 cast Ranger of Eos, repeat 2-3. Now, with the shortcut, you can skip 2-3 the first time you fetch, and move right on to casting Ranger of Eos.
now regarding the "backup", lets say you cast Ranger of Eos, with out doing steps 2-3, the other player can say stop, back up i have a responce......meaning you have to go though steps2-3 before casting Ranger of Eos, maybe he has an Archive Trap, or maybe he wants to Cancel the spell....
some players will not allow short cuts, and there nothing you can do about it
now if you knowingly try to gain an advantage by presenting false information, its cheating.
example, you have 2 creatures with activated ablitys, leats say putrid leech, and you attack and say "i will pump bolth my leeches", then pass priorty, the other player responds with Volcanic Fallout .
now this WILL kill bolth of them, because in the sentance "i will pump bolth of my leeches", you are expressing that you are retaining priority and just like it sounds "pumping bolth" of them, but if you then state the standered short cut rule and explain that each pump is an independent activation and only one with die, because you can back up, this is wrong and you are cheating.
you with held the order of the pumps with intent to gain an advatage, IE. tricking them into using there board sweep.
you do not have the right to back up, but rather the other player can back up and ask witch putrid leech did you pump first, then respond to the first one with Burst Lightning or whatever, this is the point when you would have to explicitly express you are retaining priority, but that would be dumb with the leech example.
wouldnt play GOBLINS as a regular deck though.
goblins just suck in this meta, not enough cards in standered right now.
give it 6 months goblins will be wrecking dreams all day in the teir 1 bracket
Well i can think of about 4-5 good cards that play well with the coatl in standard. Reckless Scholar, Merfolk looter, this Jace, howling mine, font of mythos. I so want to build that deck.

ken N. was interviewed on the magic show, and explained how ZEN design started. in doing this he showed shock land, a rough cut R&D test of land that comes in to play and you pay mana and sac it for a spell.
this was cut because of obivous reasons, you either have a land or a spell.
so in world wake they could make a cleaner version of this cycle.

with a low end mana curve, and main decking 2 martial coups for the long game 22 land seems good
crossroads..... yes despite what these pleps on this site may say this land is good in white weenie, that 2 or 4 life will matter, also with the curve them coming in to play tapped should not effect you
why not the rare white land??...well you should kill them before Emerias effect should help you, so crossroads would be better......

i love supporting the local store, buy some singles from there, play FNM there, and pre/release partys, but wait to go for pissing all over your customer bases.
the owner called in and told the guy who works there to jack the pric of boxes up to 120 cause thats what everyone else is doing, and no discounts for cases......BS
also, the owner kept the DOJ promos, i dont know if he is selling them on the internet, or if he had them at his other store
