This probably isn't balanced at 3/3 - Call to the Conclave in one color that also removes a small creature. Make it 1GG and/or a 2/2.
Call of the Conclave doesn't allow the possibility that you'll lose the token when you create it. Furthermore, your opponent doesn't "have" to control a creature, or else the beast would have to fight one of your own. I'd also argue part of Call of Conclave's strength is its ability to fuel populate. I guess it's a meta call.
If I ban that user and all of his/her other accounts, will you feel sad?

Oddly this stuck me as the very opposite effect, as far as I can tell it makes he spell uncounterable, as, if I'm not mistaken, something can't target something that is above it on the stack.
