If there are 4 mythic walker and Karn is rare I would actually guess that Ugin is uncommon.
This math is wrong. It was confirmed in panel that there are 20 Uncommon walkers, 13 Rare walkers, and 3 Mythic walkers, as well as Tezzeret as a promo. Bolas is also the only three color Planeswalker.
MaRo confirmed the Uncommons are two of each mono color, plus 1 of each two color hybrid mana pair.

I don’t see Planeswalkers ever going to uncommon. They would have to be so weak as to be pointless at that rarity. Weaker than Tibalt is entirely pointless and I would prefer no uncommon Planeswalkers over bad ones.
That's quite literally why it's being discussed. MaRo chooses what questions he wants to answer, so he clearly wants people to know that it's possible.
I think this will mirror Dominaria a bit, with a cycle or two of Planeswalkers at Uncommon at a much lower power level. Much like that set, the majority of the Walkers pulled will be Uncommon in the prerelease packs.
