It reminds me of Slave of Bolas, and seems to have a pretty similar power level. There's not much else to say- it's a decent card, but it seems a little bland to me.

The mechanics of this card seems rather narrow, and really, the whole card feels clunky and rushed. However, I do rather like how it kills Akroma, so props for that.

This seems rather narrow, since there really aren't that many legendary creatures in play at any given time. Also, the two abilities seem disjointed- it is at its best putting a creature on top of your opponent's library, yet manipulates your own library- fateseal would feel like a much more natural fit to me.
Indeed. While it does work that way, it might be a good idea to make the self-exile happen at the end of the combat step, otherwise I think a lot of people (in addition to me) would miss that function.
That would add unnecessary text, which I always avoid, and there's no other reason to have it exile at another time.
Anyway, I would like some clarification for Beacon Angel, if possible- I know that it could block an Eager Cadet, or a Raging Goblin and a Plague Beetle for example, but could it block all three?
Anyway, The Elite Visionaries card is pretty similar to the green/white card I made that won one of the MCCs. I don't mean they copied, but my card was common (G 1/1 with Provoke with 1W: Exile ~ and creature blocking it.), so I don't think they needed to go rare. There are plenty of common or at least uncommon white removal spells on this level, Iona's Judgment for example.
But it's really not that similar. The prophet doesn't need to attack, it can activate on the first turn in play, and the opponent can play around it. Further, I believe you missed one important factor for why it's rare- since the self-exile is part of the effect rather than the cost, one can exile multiple attacking creatures at once.
