Yes, you're correct. Every time you would draw a card (except the first one in draw step), you get 2 replacement effect: Chains' and Familiar's. Since both affect you, you can choose which one to apply.
If you choose to apply Chains' effect, you will discard a card (if you have one or more cards in your hand), or you will put top card in library into your graveyard. If you do discard the card, Familiar will replace Chains' draw effect, and you get to see top 3 cards of your library, put one into your hand, and the rest into bottom of your library.

Yes. The Chains' effect only apply to all the draws except the first draw in your draw phase, even if the first draw is replaced by another action (such as Dredge).
The first thing that happens during the declare blockers step is that the defending player (big surprise!) declares blockers. This works the same as before, with an addition. If multiple creatures block the same attacker, the attacking player orders those blockers to show which is first in line for that attacker's damage, which is second, and so on. This is all part of the "declare blockers" action. Once that's done, players can cast spells and activate abilities.
Daidream: Yo! Alacar may look ok now, but when the anesthetic's gone, he will know the pain that is the removal of wisdom tooth. I have it once, and I'm not sure I want to go through it again.
GL Alacar. Just be warned that the aftermath of the operation. Last time I removed my one, I can't fully open my jaws for weeks, and it's quite pain around the former site. My neck got swollen for days.
